Since the 1980 s,the theory of human capital and the theory of economic growth have arisen.Research on human capital and economic growth has emerged in an endless stream.The research scope covers various fields.Through research,the academic community generally believes that pure material capital investment can no longer meet the development of today's world.The influence of material capital began to weaken,and human capital gradually stepped onto the stage.The 18 th National Congress of the Communist Party of China and the 19 th National Congress of the Communist Party of China pointed out that China needs to constantly adjust its economic development,upgrade its industrial structure,and transform its form of economic development.Human capital is the key to this economic transformation.Since China's reform and opening up,the economy has developed rapidly and the achievements have been obvious to all.However,China's economic growth has long been dependent on material capital,ignoring the influence of human capital in economic growth.Starting from the three regions of China's eastern,central and western regions,this paper first reviews the relevant research literature on human capital and economic growth at home and abroad,and then analyzes the current status of human capital stock and economic growth in the eastern,central and western regions of China.The panel fixed-effects model analysis of the data from 2000 to 2017 in the eastern,central and western regions of China was carried out using the improved Douglas production function.This paper uses the average years of education to calculate the human capital stock,and divides the human capital stock into primary human capital stock,intermediate human capital stock and senior human capital stock according to the level of education.And before the panel data regression,the panel data unit root test and cointegration test are passed.The results show that there is a balance between economic growth and human capital stock and material capital stock.There is a cointegration relationship between economic growth and human capital stock.The empirical analysis shows that the impact of human capital on economic growth has great regional differences between the eastern,central and western regions.The eastern economic growth is mainly affected by the stock of middle and senior human capital,and the primary human capital is not only the growth of the eastern economy.Without promotion,it has played a certain negative role.The largestcontribution to central economic growth is the intermediate human capital stock.Primary human capital has little impact on central economic growth.Senior human capital has a strong influence on economic growth.Hysteresis has little impact on the current period,but it shows a high impact when it lags in five periods;the coefficient of primary human capital stock in the western region is large,and the economic growth in the west is mainly dependent on physical capital investment and primary human capital stock.The impact of the intermediate and advanced human capital stocks on economic growth is not very large,and there is no significant lag in the middle and senior human capital stocks in the lag of the fifth period.Finally,in view of the development of the eastern,central and western regions,this paper proposes countermeasures to promote economic development in various regions from the perspective of human capital,including increasing capital investment,optimizing human capital structure;improving educational structure and improving educational human capital;strengthening the system.Construction,improve the level of human capital development;give play to regional advantages and reduce regional development differences.
