Online open course is the product of continuous integration of information technology and education,and the construction and development of online open curriculum is the basis to promote the good development of online education.In order to ensure the healthy development of online open courses,the state regulates it through policy guidance,institutional guarantees,and regulatory constraints.However,due to the implementation of the challenges faced by many aspects,the implementation is not very ideal.Based on this,this study aims to promote the improvement of the related policies of online open courses,through the investigation of the implementation of the online open courses relevant policies,it find out the problems in its implementation,and explore the causes of the problems.In order to further promote the construction and development of online open courses,this paper seeks the countermeasures and suggestions for the policy improvement of online open courses.This study is supported by constructivism learning theory,postmodern curriculum theory and policy evaluation purpose theory.The background,significance and core concepts of the research on the policy of online open curriculum construction are defined.And on the basis of combing the related policies of online open curriculum,it divides the four policy objectives of school management,curriculum construction,teacher teaching and student learning,and compiles the dimensions of the questionnaire according to the relevant policy theory.And according to it,two scales of factors affecting policy and implementation were designed to launch surveys of teachers and students.Then,the research selected eight universities in the east,middle and west of china to carry out the investigation,and supplemented by the distribution of online questionnaires.Through the questionnaires and interviews,it analyzes the current status of online open curriculum implementation and policy implementation,and carries out inferred mean analysis of the survey results to enrich and improve the integrity of the survey.The study found that: At present,the related policies of online open courses have made some progress in promoting the construction of courses,but there are also many shortcomings.First,teachers and students in colleges and universities have a low degree of awareness of the online open curriculum policy,which directly affects the effectiveness of the online open curriculum construction policy;Second,the course management work is not robust,the policy on how to manage the online open curriculum is not clear,resulting in the lack of a complete online curriculum management system;Third,the organization is not complete;Fourth,supporting safeguards are not perfect.The construction of online open courses is a complex and systematic work,involving the influence of many other factors,and will also face more uncertainties in the process of policy implementation.Therefore,the establishment of sound supporting measures is the basis to ensure the good development of online open curriculum construction.The causes of these problems include the policy content are not clear enough,the degree of attention to the relevant policies is low,the positive incentives is little and the use of material resource is inefficient.Therefore,in order to improve the effectiveness of the policy implementation of online open courses,we need to construct from many aspects: First,the adjustment of the policy content,including the goal setting,the principle choice,the key discrimination three aspects;The second is to improve the process of policy implementation,that is,to enhance the scientific understanding of the policy of online open curriculum;To promote the characteristic construction and sustainable development of online open courses;Improve the online open curriculum policy implementation of the security system;Perfect the basis system of the policy implementation of online open curriculum;Optimize the practical value of online open course teaching.
