The new teachers' teaching capability is an important factor affecting the learning quality of high school students.New teachers with strong plasticity and great potential for development are the key to promote the sustainable development of education.First of all,the construction of teaching capability performance assessment index system for high school chemistry new teachers can comprehensively investigate the professional quality and the true teaching capability of the teachers,change the present situation of the single way of teachers' assessment,improve the accuracy and scientificity of the teachers' teaching capability assessment,and select excellent high school chemistry teachers.Secondly,the construction of this index system will help the career development of new chemistry teachers,point out the way to improve their teaching capability,provide practical teaching methods for teachers,and evaluate teachers' teaching reflection and professional growth.Thirdly,we can also fully understand the chemistry teachers' teaching capability;enrich the theoretical research of both chemistry teachers' teaching capability and chemistry teachers' performance assessment.Consequently,it's significant to construct a scientific and reasonable index system for evaluating the new chemistry teachers' teaching capability.Based on survey,as well as these literatures,such as Teacher Qualification Certification Standard,Chemistry Knowledge and Teaching Capability Standard,Chemistry Curriculum Standard and American Teachers' Performance Assessment,NBPTS,PACT,INSTAC and edTPA,this study construct the teaching capability of performance assessment index system which is suitable for our country and new chemistry teachers of high school.Then the reliability and validity of the index system is analyzed,through expert interview and questionnaire survey,while the indicator system is revised.Finally,we evaluate the high school chemistry teachers' performance by using this index system,and verify the scientificity of the index system in practice again.The study combines theoretical analysis and practical exploration to construct the teaching capability performance assessment index system for high school chemistry new teachers.This index system is divided into three first grade indexes,which is teaching design capability,teaching implementation capability and teaching evaluation capability.Each first grade index contains five second level indexes,and each second level assessment index contains 5 levels of teachers' specific performance.When the evaluators use this index system to evaluate the performance assessment of the teachers,each second level index is 5 points,and the teacher's score is their real level,while the total points of this index system is 75 points.Each second level index is attached with the best level(the fifth level)of this index system,which is convenient for the evaluators to thoroughly understand the index system and use the index system by rule and line,so that they can make a comprehensive and scientific performance evaluation for high school chemistry new teachers.The research defines the meaning of the teaching capability of the high school chemistry new teachers Based on the edTPA;we constructed this teaching capability performance assessment index system for high school chemistry new teachers,which is contained 3 first grade index and 15 second level index.Through interviews with 5 experts and questionnaires from 262 high school chemistry teachers,some unreasonable index has been revised.In addition,this index system is used to evaluate 6 high school chemistry teachers,which proves that the index system has good reliability,structural validity and diagnostic function in practical application.Based on the connotation of the teaching capability of the high school chemistry teachers,the arrangement and analysis of both Chinese and foreign teachers' assessment standards,the study has effectively integrated the theoretical and empirical research,and constructed the teaching capability performance assessment index system for high school chemistry new teachers.Comparing with the traditional pen and paper test,the index system can truly know and evaluate the teaching capability of new chemistry teachers.At the same time,this performance assessment index system of the high school new chemistry teachers' teaching capability is of practical significance to promote the professional growth of the new chemistry teachers,and improve the chemistry class in high school and make the progress of the students' chemistry learning.
