As Mongolia entered the reform of the market economy and its economy develops rapidly,the needs of foreign language,economic,scientific and high technological talents increased substantially.However,existing Mongolian institutions of higher education have difficulties in developing qualified students to meet market demands.And an important aspect of cultivating those talents is a qualified faculty team.But the faculty team does not receive enough attention in the former studies.This study attempts to start with the group of faculty and staff in private universities and colleges,and analyze the status of staff recruitment and retention in Otgontenger University as a sample of private higher education institutions.Based on the Maslow's hierarchy of needs theory,Hertzberg's two-factor theory,and the teacher empowerment theory,using quantitative and qualitative research methods to deliver this study.This research concludes that compensation,welfare system,promotion,and further study opportunities are the stability factors for the faculty.These variables are also the key to retain the teaching staff in higher education institutions.The study also provides suggestions for the recruitment and retention of faculty members.For private higher education institutions,they should enhance their human capital management skills on performance evaluation.And for the national government,it could renew the relative policy to provide more fund support to private higher educational institutions.
