Since the enrollment expansion in 1999,the number of teachers in colleges began to surge,especially a large number young scholars who received advanced knowledge training and have high academic quality entered colleges engaged in teacher's occupation,and they are an important part of academic human resources.So,how to manage young teachers,make the development of young teachers to promote the development of colleges,is the key to the realization of the strategic objectives of the organization.The College Title Evaluation as an important part of the personnel management of colleges,which reflects the comprehensive evaluation of teachers' teaching,scientific research,social services and other aspects of the work,it not only affects the enthusiasm and creativity of teachers play,matters to teachers of the stability and development,but also determines the school running level and education quality of colleges.In this study,by using interview survey and text analysis found that the title evaluation system affects the professional development of young teachers.Through interviews of administrative personnel ? teachers in colleges,using theory and empirical combination method,draws the following conclusions: On the one hand,title assessment of young teachers development plays a role in promoting,it means to provide young teachers' professional development environment and guide their development direction,to satisfy their development demands,thus as to optimize the construction of young teachers,improve young teachers' teaching enthusiasm,initiative and creativity,encourage their quick success.On the other hand,in a certain extent title evaluation also restricts the development of young teachers;output oriented academic evaluation mechanism restricts the development of the young teachers,the evaluation of title of "non rational factors” not conducive to young teachers' title evaluation,title indicators of the rigid control limit of the space for the development of young teachers.The title levels drop significantly weaken the young teachers' organizational justice etc.The current title system restricts the development of young teachers is formed under the influence of a layer of management system hidden drawbacks,academic power and administrative power game,utilitarian value orientation,policy adjustment time lag.Therefore,it is necessary to adjust and improve the existing title evaluation system.Specifically need to clear title appraisal in government and colleges the delineation of powers,to construct system matched with the title,to create a title appraisal organization and operational mechanism from the aspects of power environment,institutional environment and organizational environment,etc.So that to promote the professional development of young faculties.
