Teachers are the source of teaching and learning.With the rapid increase of the number of vocational colleges in our country,the teaching staff of higher vocational colleges has been growing,but the quality of teachers in various colleges is uneven.In order to improve the overall level of teachers in higher vocational colleges,the state vigorously promotes the construction of "double-division" teachers,and takes "double teacher quality" as the characteristic and key point of the construction of higher vocational teachers.Title appraisal system is the core of the personnel management system of vocational colleges,objective and fair evaluation of teachers' job performance not only can stimulate the teachers' work enthusiasm,to promote the virtuous cycle development of the school management.However,it is very common for higher vocational colleges to apply the standard of professional title evaluation in higher vocational colleges,and vocational colleges have not established a professional title evaluation system suitable for their development characteristics.Based on this,the author studies the evaluation system of vocational title of teachers in Higher Vocational Colleges in Henan from the perspective of system effectiveness theory and equity theory.First of all,according to the time dimension,we comb the development process of Higher Vocational Teachers' Professional Title Evaluation System in China,it can be divided into three stages: the formation period(1986 to 2000),the reform period(2000 to 2016),and the development period(2016 to date);secondly,making a comprehensive overview of the title promotion system of Higher Vocational Teachers in the United States,Germany and Japan based on the spatial dimension;thirdly,the questionnaire survey and interview method are applied to conduct a field investigation of the title evaluation system of Higher Vocational Teachers in Henan,analyzing and judging the basic situation and existing problems of Professional Title Review,it is found that there are problems in the evaluation of professional titles of Higher Vocational Teachers in Henan Province,such as emphasizing research and lighting teaching,emphasizing theory and lighting practice,emphasizing basic research and lighting application research;Finally,the author puts forward the following suggestions on the question of the professional title evaluation system of higher vocational teachers:In the aspect of assessment concept,teachers should be trained in the quality of teachers;in the aspect of assessment principle,we should adhere to the principle of scientificity,fairness and unity of subjectivity;in the aspect of assessment content,we should correctly handle the relationship between teaching,scientific research and social services;in the aspect of assessment process we should set up a scientific and reasonable professional title appraisal process;in the aspect of assessment mode we should establish a classification evaluation mode based on post type;in the aspect of assessment form we should make a transition from evaluation to recruitment;in the aspect of the assessment results feedback,the grading feedback mechanism should be established;in the evaluation function,in the aspect of the assessment function we should correctly play the role of Professional Title Review in promoting teachers' professional growth.
