In 2010,the national medium and long term educational reform and development program(2010-2020)was put forward.Because of the professional title system of primary and secondary school teachers involved in primary and secondary school teachers' vital interests,related to the teachers and primary and secondary education development in primary and secondary schools,so we need from the actual teaching and starting to deeply explore the actual function and value of teachers in primary and secondary schools in the new title system reform,using the research results to guide teachers the professional title system of primary and secondary schools,so as to make the title system to play its due role.Whether it is the title of education in the primary and middle schools or teachers or teachers after all their things,so to solve the problems related to education and professional titles will undoubtedly need to cut from the teacher's point of view,so that we can more accurately grasp the fundamental contradiction.Therefore,this paper adopts the literature method,survey method and case analysis to analyze and study the new title system of primary and secondary school teachers,to find out the deficiencies and improvement suggestions are given.This paper mainly discusses the three problems which are paid close attention to by domestic scholars:the purpose of setting up the system of professional titles;therelationship of evaluation and employment;the mechanism of teacher evaluation.According to the three aspects of the Kunshan area of primary and secondary school teachers to conduct field surveys,collect relevant data information,through integration analysis,combined with the two different schools and teachers and the demands of teachers both attention to study,and try to find to solve historical problems in the process of reform and Title A New solution to the problem.The study found that the teachers in Kunshan new title system in the process of implementation,and achieved very good results,to a certain extent to guide and promote the role of teachers and primary and secondary education development,practice has proved that the positive significance of this time teachers title system reform.However,due to the limitations of the teacher's professional title system and the lack of relevant measures taken by the educational management departments,the title system of primary and secondary school teachers did not play its due role.So it is recommended that the school administrative management layer to the headmaster of the school led to the title of the teachers should take the lead in the profound understanding,the dialectical relationship between goals and means,clarify the relationship between the promotion and the professional development of teachers,in order to serve the teachers for the concept of work,the initiative for the professional development of teachers to create theconditions to build a platform.To guide and regulate the teachers along the path and promotion of real growth,avoid quick success,only the immediate benefits.Appropriate measures should be taken to improve the enthusiasm of teachers,rather than to improve the enthusiasm of teachers' professional titles.
