Research On The Definition Of The Scope Of Powers Of The Chinese Basketball Association Under The Background Of The Reform Of The Association

In March 31,2017,the State General Administration of Physical Education issued a "notice on the matters relating to the pilot of the basketball reform".The business responsibilities of the basketball management center will be transferred from April to the Chinese Basketball Association and will be carried out in the name of the future.China Basketball Association will carry out the national team,league matches,youth development and social basketball business.Since the reform of the Chinese Basketball Association and the basketball sports management center,most of the business has been transferred to the Chinese Basketball Association,but many problems have not been solved.This paper takes the functional boundary and its scope of the Chinese Basketball Association as the research object,and analyzes the functional boundaries of the Chinese Basketball Association by using the methods of literature review,expert interview,comparative study and logical analysis,and draws the following conclusions.1.The functional boundaries of the Chinese Basketball Association are not clear,There is a cross function between Chinese Basketball Association and basketball management center,resulting in unclear function boundaries.2.the status of the association is lack of independence,The management center of basketball is the office of the Chinese Basketball Association.The work activities and various management of the Chinese Basketball Association are often interfered by the management center of the basketball game,which leads to the lack of independence.3.the main person in charge of Cross office,At present,the director of the basketball management center and the vice chairman of the basketball association are the same person in the staff of the basketball management center and the Chinese Basketball Association.This is in contradiction with the "separation of management and management" expressed by the policy.4.The ownership of the national team's management is not clear,In the constitution of China Basketball Association and the functions of Basketball Management Center,they have the right to manage the national team,which leads to vague ownership of the national team management.5.the functional boundaries of the Chinese Basketball Association include the formation and management of the Chinese basketball national team,the training and management of the reserve talents,the training and management of the referees,the settlement of internal disputes,the business development and management of basketball events.6.foreign single sports associations are fully responsible for the development,planning and management of all sports.In foreign countries,the relationship between the government and social organizations is mainly maintained by law,which reduces the rights of the government to some extent.This management model has many advantages,it gives the Sports Association certain rights,the government through the target management mode,the Sports Association will have the greater autonomy after signing the agreement,the premise is to strictly follow the requirements of the target management to complete the sports affairs in the agreement and get the support of the government.
