A major change has taken place in a new round of high school foreign language curriculum development in China.It not only adds curriculum in German,Spanish and French,but also makes a new interpretation of the curriculum objectives,content and evaluation.However,through the analysis of the connotation of curriculum development and the current situation of foreign language curriculum development in our country,we find that there are still deficiencies in the foreign language curriculum development.The idea is relatively scattered,and the basis is relatively weak.What’s more,the curriculum subjects have limited practical experience and lack the guiding principles of contact with foreign language culture.The systemization degree of the curriculum development process is not high.In terms of curriculum form,curriculum objectives and higher education requirements have not yet formed a deep level of connotation cohesion,curriculum content is not enough to reflect the social status of the country where the language is located,and the curriculum assessment program does not include language interaction skill.Based on the above deficiencies,the paper further analyzes the research literature related to curriculum development and foreign language curriculum development in China.Little research has been done on the idea and principles foreign language curriculum development,which provides space for the research of foreign language curriculum development issues.The IB "Language B" curriculum development for high school has a history of more than 50 years,and has accumulated and summarized a large number of mature curriculum development experiences,which has led to the universal application of the curriculum and its wide recognition.The "Language B" curriculum has a common foreign language education appeal with our foreign language courses.The purpose of this study is to proceed from the present status of high school foreign language curriculum development in China and study the “language B” curriculum development of the IBO.Then rethinking the problems and reasons of the current foreign language curriculum development in China so as to benefit from the “Language B” curriculum development and promote the development of foreign language curriculum more scientific and rational.In summary,the research was developed from six parts:The first part reviews the historical evolution of the "Language B" curriculum development.Through text analysis methods,based on major events,its historical evolution is divided into formation period,development period,reform period,and trial period.the basic structure of “Language B” curriculum was developed in the formation period,the 7-year curriculum development process was established in the development period,and the topic of “Language B” was adjusted to “Language Acquisition” in the reform period while the trial period was to the newly-developed curriculum program.The second part describes the actual state of "Language B" curriculum development.Based on system theory and Taylor’s theory of curriculum development,combined with the understanding of curriculum development,the research found that its idea includes international minds,whole person development and lifelong learning and the basis includes Taylor theory,second language acquisition theory and project management theory.In addition,the main body of "Language B" curriculum development is composed of “Language B” subject committees,experts,consultants and appraisers,and foreign language teachers who all have practical experience in foreign language courses.Its principles involve the instruction of general IB curriculum development and the guidance of foreign language culture.The "Language B" curriculum development follows a refined project management philosophy.at last,its curriculum form starts with goals,content selection and organization principles,implementation principles and methods,and assessment programs.The curriculum aims to focus on the common elements of different language courses.The curriculum content is presented in thematic form.The implementation of the curriculum emphasizes the language environment and language significance.In the curriculum evaluation,the curriculum objectives and curriculum assessment objectives are taken as the common core.The third part presents the preparation of the " English B" as a case.The idea,basis,principle,and process of the “English B” curriculum are based on the “Language B”,what’s more,the “English B” curriculum development follows the general stipulations of the “Language B” curriculum objectives and curriculum content.In the organization of curriculum content,the combination of horizontal and vertical formats is adopted.In the implementation of the curriculum,different activities are mainly designed.In the curriculum assessment,internal and external assessments are combined.The fourth part analyzes the characteristics and influencing factors of the "Language B" curriculum development in depth.There are some characteristics.For example,the “Language B” curriculum development has common ideas,Paying attention to the main body’s practical experience,using project management ideas.In addition,the objectives of the curriculum refer directly to the requirements of higher education,the content of the curriculum embodying inter-discipline,teachers need to create the language environment and explore of linguistic meaning by the implementation of the curriculum.And the language interaction skill is covered in the "Language B" curriculum development.The "Language B" curriculum development is influenced by its high school education appeal,material basis,the subjective initiative of the main body,and the knowledge attributes and learning attributes of the linguistic discipline.The fifth part summarizes the reference to the "Language B" curriculum development.This research finds that it has universal applicability with a global perspective and localization actions.In addition,the "Language B" curriculum is easy to operate and transplant with clear elements in a complete system.The sixth part is reflection and reference.By reflecting on the problems and causes of the foreign language curriculum development in our country,the main causes of the problems lie in the lack of understanding of the nature of ideas and the expression of national wills.Therefore,the research raise the enlightenment of the "Language B" curriculum development for China.Firstly,the development idea should be changed from decentralized to unified.Secondly,the curriculum development Should Strengthen Theoretical Basis for Language Application,take importance to the main body of curriculum practice and increase the guiding principles for the dismantling of foreign language culture.Thirdly,the foreign language curriculum should apply project management ideas in the development process.The last but not least,the foreign language curriculum should establish curriculum objectives that are more in line with higher education requirements,select the actual curriculum content of the language-speaking country,creating a language-wide curriculum implementation environment and increase assessment of language interaction skills.
