With the transformation of government functions and the practical needs of improving the quality of running a university,performance evaluation of higher education has become an important means for government management and university internal management.In January of 2017,the "Measures for the Overall Development of World-Class Universities and First-class Discipline Construction" was put forward again to set up and improve the performance evaluation mechanism of colleges and universities.Carrying out the performance evaluation is of great significance to the realization of the "dual first-class" construction task in Chinese colleges and universities.Firstly,the paper sorts out the systematic thought and basic theory of value management and introduces it into the university performance evaluation.Secondly,by analyzing the main methods and the shortcomings of current college performance evaluation,this paper puts forward the characteristics and advantages of the value management applied to college performance evaluation: the value orientation of concept,the problem orientation of the process and diagnosis of the result.Finally,standing on the position of the government and the third party,combined with the particularity of the higher education service,this paper analyzes and defines the cost and function in the process of running colleges and universities and systematically constructs the value evaluation model of university operation performance.By using the methods of AHP and quantitative research,a unified evaluation standard is established to evaluate the cost and performance of the same type of colleges and universities in the process of running a school,and to determine their performance value.On this basis,an empirical study on the evaluation of the performance of colleges and universities was carried out with 12 universities and colleges in Jiangsu Province as examples.The empirical results are put into 4 different value regions and divided into 10 different performance value states.Research shows that the overall performance of sample universities is of good value which covering 8 types of performance value.Four universities are in an approximate ideal state,four are in a high efficiency state and the other four are in a low efficiency state.There is a significant gap between the performance levels of different sample universities.The key factor in determining the performance value of colleges and universities lies in the matching relationship between cost and function.On this basis,a strategy for value optimization is proposed:Universities in near-ideal state,the matching degree between achieved functions and input cost is good.As long as there are cost inputs,good output will be achieved,and the stability of development needs to be maintained.Universities with high-efficiency which value overflows,the cost of input has realized the overflowed functional output.It is in an unstable state of high efficiency.It needs to increase the input of costs to match the functional outputs.In order to achieve the sustainability of development.Universities with low efficiency and value shortage,the input cost does not achieve the expected functional output,and it is in an inefficient operating state.It needs to clarify the complexity of development and takes measures to reduce the input cost or maintain the cost and increase it functional output substantially.
