A well-organized internal management system and performance assessment is the basis of fast development of universities, by which the university management can undertake an all-sided analysis of work in all departments, assess their strengths and weaknesses and accordingly give awards and punishments, and also the main means to realize strategy purposes of university management. Therefore, the researches on the construction of a set of good performance assessment rules and seeking of a suitable performance assessment system are of great importance to the development of university management and the development for colleges and universities as well.This thesis apples literature researches, theoretical researches and empirical researches.At the beginning, the thesis gives an introduction of the current performance assessment systems in different colleges and universities home and abroad, and the theories of relevant scholars as well. It clarifies the purpose and meaning of the research, analyzes relevant theories of performance assessment, and tracks down the problems in current performance assessment systems in domestic colleges and universities.Then, using the knowledge of management, administration, economics, and basic theories of performance assessment, along with the analysis of trends in this field, this thesis puts forward the corresponding methods to improve the performance assessment in Chinese universities, designs an annual performance assessment system for functional and academic departments and generalize a practical mode for Chinese universities, which can serve as reference for performance assessment for college departments in the future.Finally, the thesis carries out researches on the annual performance assessment system for colleges and department in the Changsha University of Science and Technology, analyzes the current situation and shortcomings, and advances corresponding measures.
