With the prosperous development of the world higher education,transnational academic exchange activities ascend the stage in universities step by step,which play a vital role in promoting the academic development of universities and make the status of foreign teachers more and more important.With the accelerating process of economic construction and social development in recent years in Henan province,those universities recruit more foreign teachers,but the problems are becoming more and more prominent,such as limited recruiting channels,low recruiting requirements,imperfect evaluation system and lack of bilingual life administrators and so on,thus the overall development situation is not optimistic.As a typical college group,local universities of science and engineering in Henan province have experienced a long developing process in the “import of brainpower” in that they focus on scientific research work and own less education resources compared with state-affiliated colleges.So how to improve the overall management and specification of foreign teachers and maximize their advantages is a common problem,thus the research has certain significance.By understanding the basic condition and current management of those foreign teachers,this thesis respectively introduces the recruiting,teaching and life management,reveals the problems and attribution existing in the current management,and emphatically puts forward optimization countermeasures on the basis of research literature,investigation and interview.The countermeasures are as follows:Recruiting management: before recruitment-complete the human resources plan,establish a special recruitment team,broaden the channels for recruitment;on recruitment-establish selection mechanism,be strict with teacher evaluation,improve the service quality of staff;after recruitment-strengthen the autonomy of universities,perfect the pre-job training content,increase the foreign teachers' sense of belonging.Teaching management: attach great importance to foreign teachers' teaching management;establish the “360 degree rating system” for foreign teachers;establish incentive mechanism including salary incentive,welfare incentive and spirit incentive;strengthen the overall quality of managing personnel;establish a unified performancecriteria for foreign teachers.Life management: from conception-enhance the integration of universities and foreign teachers;from policy-increase financial support,complete related regulations of life management,and set up qualified bilingual life administrator jobs;from emotion-strengthen humanistic and friendly care,treat them with all sincerity.
