Study On The Transfer And Renewing Of Basic Medical Insurance For Floating Labor In Beijing,tianjin And Hebei

With the deepening of the integration of Beijing,Tianjin and Hebei,labor mobility has become a norm.The importance of the transfer and renewing of basic medical insurance relations has gradually emerged.For a long time,this region has attracted the flow of high-quality talents and surplus labor force in the north and even the whole country through the capital advantage of Beijing and the economic superiority of Tianjin.There is a large number of the floating labor,but because of the three economic development is not balanced,the economic development of Hebei province is relatively backward and has a large number of surplus labor.Beijing and Tianjin have strong siphon effects on Hebei's labor force due to their natural advantages in politics,economy and culture,and obvious headquarter economic effects.With the introduction of a series of national policies,such as the coordinated development of Beijing,Tianjin and Hebei,such as "Beijing non capital evacuation","Xiong an new area",The number of floating labor will be larger and will remain active for a period of time.The coordinated development of regional economy depends on the free flow of labor,the lack of smooth transfer of medical insurance in Beijing,Tianjin and Hebei has become an obstacle to the free flow of labor.It is very important for the coordinated development of this region to break the transfer barrier of medical insurance,eliminate the worries of the mobile labor force and reduce the cost of migration.The evacuation of Beijing's non capital functions and the proposal of "Xiong an new area" have provided development opportunities for the improvement of the basic medical insurance transfer and renewing system in Beijing,Tianjin and Hebei.This paper adopts literature research method,comparative analysis method and quantitative research method,analyze and contrast the basic medical insurance transfer and renewing policies of the three.It is found that there is interest contradiction between the floating labor and the government,which restrict the improvement of transfer,and find the bottleneck of health insurance transfer at the two aspects of system and management.The institutional barriers lie mainly in lagging behind legislation,the larger gap between the three medical insurance systems,and the conflicting regulations in the transfer and continuation.The management level is mainly due to the incomplete policy of payment age,the lack of coordination management institutions,and the low degree of informatization of service system.By drawing lessons from EU's experience in improving the portability of medical insurance in two aspects,such as the transfer and continuity of transnational medical insurance relations and transnational medical treatment,this paper proposes that Beijing,Tianjin and Hebei should establish the basic principles of medical insurance transfer firstly.,it includes the principle of "people-oriented",the principle of balance of interests,the principle of coordination instead of the unified principle,the principle of participation in the place of employment and the principle of take the time proportionate.The top floor design should be strengthened,make the laws,establish a coordinated management institution and special dispensing fund for the transfer of medical insurance in Beijing,Tianjin and Hebei,building a standardized medical insurance system Besides,it is necessary to improve the basic medical insurance relationship transfer service framework in Beijing,Tianjin and Hebei,and establish a scientific method of conversion for the times of payment,speeding up the construction of the information system for the transfer of medical insurance relations,improve the system of medical insurance transfer in Beijing,Tianjin and Hebei completely.
