Study On Transferring And Continuing The Pension Insurance Of Floating Laborers In Beijing-Tianjin-Hebei Region

Since the implementation of the Beijing-Tianjin-Hebei collaborative development strategy in 2014,the three regions have responded positively and are committed to the common development of the three regions' socio-economic development.The establishment of the Xiong'an New District in 2017 will inject new vitality into the implementation of the Beijing-Tianjin-Hebei coordinated development strategy.It also means that the Beijing-Tianjin-Hebei labor force will be closer in the future.This will involve the transfer of laborers within or between the systems of “urban employee pension insurance system”,“endowment insurance system for urban and rural residents” and “endowment insurance system of government agencies and institutions”.Currently,pension insurance transfer has certain institutional guarantees,but the transfer system of the pension insurance relationship is vulnerable to regional economic development,policy differences,regional interests and other factors.As a result,the transition of the pension insurance relationship has not been smooth,and workers have lost portability during the process of inter-provincial migration.This has led to the counter-current movement of the labor force that is contrary to policy guidance.Therefore,based on the Fairness and Efficiency Theory,Law of Large Numbers and Labor Mobility Theory,this paper combines the current status of transfer of endowment insurance in the Beijing-Tianjin-Hebei region and the experience of the EU's endowment insurance transfer.Applying comparative analysis methods,quantitative and qualitative analysis methods and theoretical and empirical analysis methods,this paper analyzes the difficulties and constraints in the current transfer of Beijing-Tianjin-Hebei pension insurance relationship.Combined with the summary and reference of the EU's practices,this paper proposes an optimized path for the transition of the Beijing-Tianjin-Hebei pension insurance relationship.In order to improve the transfer of pension insurance in the Beijing-Tianjin-Hebei region,we can combine the experience of the EU in transnational transfer of pension insurance and work together on the three levels of systems,mechanisms and supporting measures.First of all,we must strengthen the top-level design to ensure the scientific system.Realize the national overall plan as soon as possible,further improve the benefit conversion mechanism for pensions and establish a dynamic tracking mechanism for the employment of workers;Second,we must clarify the policy differences and strictly manage the process.We should speed up the harmonization of disparate policies and improve service levels of handling agencies.In the end,we must increase the level of legislation,establish regional cooperative management institutions,and promote information construction.We can improve the smoothness of transfer and help the free flow of labor in Beijing,Tianjin and Hebei.
