Research On Female Vocational Training Effect In Less Developed Areas

Due to the rich female workforce and the low human capital stock in less developed areas,carrying out female vocational training is a important way to raise the level of women's skills,improve the human capital and promote the economy.However,the development of vocational training requires a huge amount of manpower and material resources.In order to optimize the allocation of resources and improve the effect of vocational training,it is necessary to carry out scientific evaluation on vocational training.Firstly,this paper puts forward the research hypothesis:comparing with developed regions,the income of female vocational training is more significant in less developed areas.So there is a serious shortage of female vocational training in less developed areas.Secondly,summarize the literature on the difference between vocational training wage effect and vocational training gender earnings,and leads to the necessity of studying female vocational training in less developed areas.Thirdly,analysis vocational training for female,the effect of female vocational training in less developed areas.Finally,use classical OLS regression and propensity score matching to evaluate the average female participation effect in less developed areas with the"skill survey data" carried out by the world bank in 2012 in China's Yunnan province and give the policy recommendations.The results of OLS regression showed that the participation effect of vocational training was significantly positive,and the participation in vocational training would increase the average salary of women by about 13.6%,but increase the average wage of men only by 9.6%.The estimation results of the propensity score matching method show that,after eliminating the selective bias,the participation effect of vocational training is significantly positive,women's individual participation in vocational training can increase the average wage by about 13.3%,but not significant for male samples.As male and female participation in vocational training in less developed areas are concentrated in the service sector,then respectively for male and female wages of sample evaluation services training effect,according to the results of service training,no significant effect on men,but women' earn increase about 13.9%.Therefore,female vocational training is seriously inadequate and effective for women in less developed areas,especially in low-grade industries with low level of learning and skills.In order to utilize training funds effectively and improve the quality of female vocational training in less developed areas,some measures were proposed in this study:firstly,increase the input of government public employment training and promote the standardization of female vocational training in less developed areas.Secondly,promote vocational training in less developed areas and increase the enthusiasm of participating in training for women.Thirdly,develop tertiary industry training to tap the potential of female labor force in underdeveloped areas.Fourthly,improve the employment guarantee system and promote the employment transfer of female vocational training in less developed areas.Finally,establish a professional training tracking and evaluating system and optimize the policy environment.
