Realize maintain rapid growth in the economy,the industrial structure toward the high-end,innovation-driven development capacity improved significantly is an important goal of "much starker choices-and graver consequences-in planning in Yunnan province,from the perspective of human capital,found the mismatching of human capital from elements configuration structure,the industrial production efficiency,market supply and demand,the knowledge absorptive capacity,the factors of human capital utilization ability,production efficiency,the future and other aspects of human capital on economic growth,industrial structure and the innovation ability have a negative impact.It is of positive theoretical and practical significance to measure the degree of human capital misallocation and analyze the causes of human capital misallocation and put forward Suggestions to improve the current situation of human capital misallocation.Based on the assumption that human capital mismatch is not allowed in the economy,this paper combs the relevant research literature at home and abroad on the basis of human capital theory,factor resource mismatch theory and economic growth theory.On the basis of the theoretical framework of Hsieh and Klenow(2009)and Jishuhan(2016),this paper expands the form of production function to Cobb-Douglas containing human capital.The production function estimates the mismatch of human capital,the mismatch of human capital relative material capital and the mismatch of human capital relative labor force in Yunnan Province and 31 provinces,municipalities and autonomous regions(excluding Hong Kong,Macao and Taiwan)from 2000 to 2016 through the ratio of the input proportion of human capital to the average contribution value of output-weighted human capital.The mismatch degree of human capital in industry shows that the primary industry is the highest,followed by the tertiary industry and the second industry is the lowest.And the allocation of human capital in the primary industry is excessive,the allocation of human capital in the secondary and tertiary industries is insufficient,the allocation of human capital in the first and second industries is insufficient,and the allocation of human capital in the tertiary industry is excessive.By comparing and analyzing the mismatch degree between Yunnan Province and the national average level,this paper clarifies the gap between Yunnan Province and the national average level in terms of human capital investment in three industries and per capita labor capital investment.The study finds that the mismatch degree of three industries in Yunnan Province is generally higher than the national average level,and in the comparison of the mismatch degree of human capital relative material capital,Yunnan Province is the first industry.The degree of mismatch after 2011 is higher than the national average.The degree of mismatch in the secondary industry is generally lower than the national average.The degree of mismatch in the tertiary industry after 2011 is lower than the national average.Overall,it is higher than the national average since 2011.In the comparison of the mismatch degree of human capital relative to labor force,the mismatch degree of primary and tertiary industries in Yunnan Province is generally higher than the national average level,and the mismatch degree of secondary industry is generally lower than the national average level,showing a phenomenon that is generally lower than the national average level.To targeted to reduce mismatch degree of human capital of Yunnan province,the paper carding a large number of relevant literature,selection of policy system,salary income,as well as industrial structure existing research found that the main cause of the mismatch of human capital as a possible cause of the mismatch of human capital of Yunnan province,which include financial subsidies policy system,labor mobility,four aspects of financial repression and administrative barriers to market entry,the empirical test by taking time sequence,found that the industrial structure,labor mobility,and administrative barriers to market entry is a mismatch in Yunnan province human capital of the largest contribution to the three main causes.To reduce the three mismatch of human capital level of industry of Yunnan province,improve the efficiency of human capital allocation,this paper argues that orderly should upgrade the industrial structure adjustment,to launch the talent attraction policy,reduce the human capital circulation disorder,gradually eliminate the barriers to entry caused by administrative monopoly,to strengthen the human capital investment and improve the employment guidance service,multi-level multi-angle to correct the problems of the mismatch of human capital,human capital allocation efficiency,from the perspective of human capital in promoting economic growth,industrial structure toward the highend and innovation-driven development capacity significantly to achieve the goal of ascension.
