The Study Of Establishing Education Group Financial Shared Service Center(FSSC)

In recent years,financial sharing has developed rapidly against the background of the sharing economy of big data and cloud computing.Large or medium-sized enterprises have set up Financial Shared Service Centers(FSSCs)to adapt to the adjustment of corporate strategy and the expansion of the group business.Along with national pushing for One Belt and One Road construction,the model of FSSC has been supported and implemented at the national level,and has been carried out in a large area among the group enterprises.Beijing Municipal Education Commission implies many policies of promoting the reform of basic education and advocating the collectivization of quality schools.The existing financial management model of the education group is no longer sufficient to meet its growing demand scale and expanding needs.Education group and administrative institutions must reform the financial management.In addition to the implementation of "government accounting system--accounting subjects and statements of administrative public institutions",the accounting of administrative institutions is developing into enterprise accounting refinement.It is necessary for education group to adopt the FSSC operation mode of group enterprise.First of all,this paper analyzes and summarizes the domestic and foreign financial sharing services.Then it introduces the current situation of educational group management.This paper discusses the financial management mode of Beijing A Middle School Education Group,and explains the necessity of establishing FSSC in the group,and compares financial sharing with financial centralization and financial outsourcing.Finally,the measures of establishing FSSC are put forward with a case study,also extends to the construction of the functional departments of the group,so as to be applied in the reform and innovation of financial mode in education industry.
