The appearance of the educational collectivization in the field of compulsory education is a positive response to the contradiction between the people's pursuit of a fair and quality education demand and the unbalanced and inadequate development of quality education,and is an important measure for the supply-side structural reform in the education field.It is of great significance to expand the coverage of quality education.The rise of educational collectivization,its fundamental core point of departure and value is to promote the development of a balanced and high-quality education,but how effective is the implementation? Has it reached the goal of value appeal? How to promote and improve? For these important issues,there is an urgent need to respond by making relatively effective assessments of the effectiveness of educational collectivization.At present,the domestic research on on educational collectivization focuses on the conceptual analysis,less quantitative exploration and analysis,and lack of empirical effectiveness evaluation research.Therefore,this study is based on the background of J District,and through empirical research and quantitative evaluation,it strives to evaluate the effectiveness of its group-based education,and proposes targeted improvement programs accordingly,so that providing a useful evaluation framework of educational collectivization in other regions of Shanghai.Based on the theory of education equity and balanced education quality,this study first fully learns from the theory of economies of scale in economics and the theory of co-opetition,and combines the “Guidelines for the Development Evaluation of Schooling in Shanghai in the School District” to constructed a effectiveness evaluation framework for educational collectivization.Based on the three concepts of cooperation,collaboration,and win-win,based on the three main bodies of students,teachers,and schools,this study designs the indicators for the evaluation of the effectiveness of educational collectivization from the perspectives of collaborative willingness,relationship fit,and development effectiveness.Then through two rounds of audits including the leader of the District Education Bureau,experts from universities,experts from the city's teaching and research section,and the principal of the first-line school,the evaluation indicators were finalized on the basis of comprehensive opinions.Second,according to the situation of the research object,two methods were used to evaluate their effectiveness.In the assessment of the development effectiveness of teachers and students,based on the effectiveness evaluation indicators,questionnaires for teachers and students at both levels were designed and distributed to the three largest corporate education groups in the J district,excluding regular responses and incomplete answers.Invalid questionnaires,the final effective questionnaires for the recovery of 604,of which 419 student questionnaires,175 teachers questionnaires,10 principal questionnaires.Then,the acquired questionnaire was analyzed by using SPSS statistical software.Based on the exploratory factor analysis method,the effectiveness of a single legal person grouped school running in J district was evaluated.In the assessment of the effectiveness of school development,due to the limitations of the survey sample,the information obtained from the questionnaire survey method is not deep enough.This study mainly used a structured interview method,and 10 principals(general principals)of the three largest single corporate educational groups in the J district.Executive headmaster conducts in-depth interviews to specifically understand the difficulties it encounters in the process of group-oriented education and its vision for future group-based schooling.Finally,in response to the problems and deficiencies in the educational collectivization,this paper makes some suggestions.The basic conclusions of this study are that the evaluation indicators for the effectiveness of educational collectivization designed by this study are reasonable;the overall quality of the students develops in an balanced manner;the overall level of the teaching team is improved;and the quality of the educational collectivization improves as a whole.At the same time,we also discovered the problems and challenges.First,the mother-to-be school directly copied the campus culture to the member schools.The characteristics of the schools in the group were not outstanding.Second,the elite schools lacked internal motivation for sustained development.Third,teacher training and administrative management are under pressure.On this basis,this study proposes targeted recommendations from three aspects,by balancing the unity and difference of school style,establishing and improving modern school system,and adhere to the construction of a teacher team.Although some research results have been obtained in this study,there are still many deficiencies in this study due to the limitation of research energy and capabilities.On the one hand,the representativeness and universality of the conclusions have certain limitations.The object of this study is only to evaluate the effectiveness of the singlelegal-person educational collectivization.However,there are many forms of educational collectivization in practice.Therefore,the issues summarized in this paper and countermeasures may not apply.On the other hand,because of the limited sample size,the analysis at the school level needs to be in-depth.I hope that in the future,with the increase in the number of principals at the school level,there will be more research at the school level.
