As a country with a large population,China's employment problem has always been a key issue in China's economic development.The government proposed in the 19th National Congress that it should adhere to the employment priority strategy and active employment policy to achieve higher quality and fuller employment.Vocational skills training,focusing on solving structural employment conflicts and encouraging entrepreneurship to drive employment,this goal has fully reflected the important position of employment structural optimization in the current economy.Since the reform and opening up,China's opening up to the outside world has been continuously strengthened.In order to meet the needs of economic development,the level of attracting foreign investment has also developed rapidly.FDI has become an important way for China to attract foreign investment,expand the scale of economic development,adjust the industrial structure,and obtain overseas advanced technology resources and capital accumulation.FDI provides vital financial support for the comprehensive,high-speed and stable development of China's overall economy.At the same time,the investment structure of FDI tends to be high-tech industries,and the effects of technology-spillovers will enhance the management level of relevant enterprises in China.The technical level is of great significance to the steady growth of China's economy,the optimization of industrial structure and the optimization of employment structure.In the previous research,the indicators for improving the employment structure usually link the employment structure with the industrial structure,and explore the synchronization and deviation of the industrial structure and employment structure development,so as to discuss the rationality of the employment structure.Starting from a new perspective of employment structure,this paper focuses on the characteristics of skills structure in the employment structure,and based on the most expensive manufacturing industry,looking for a new perspective on employment structure optimization.From the beginning to pay attention to the increase of the overall employment share of FDI in China to the improvement of the employment quality of workers,we are paying more and more attention to the technology spillover and management experience attributes of FDI as a quality foreign capital.This paper divides the manufacturing industry into labor-intensive and technical capital-intensive,grasps the dynamic changes of the employment population,and discusses the optimization process of the employment structure of the manufacturing industry.From the perspective of manufacturing FDI,this paper studies its impact on the employment structure of China's manufacturing industry.By establishing a dynamic panel data model,this paper studies the impact of FDI on China's manufacturing industry and employment structure within the industry,and draws corresponding conclusions.And put forward corresponding policy recommendations.First of all,this paper combines the strategic position of China's manufacturing industry in China's economic development,the impact of the introduction of FDI on China's economy and employment,and the importance of manufacturing employment structure optimization to the improvement of national economic quality.Research questions and research implications.On this basis,this paper collects,summarizes and organizes the existing literatures such as FDI and employment structure.Based on the existing literature,combined with the theory of technology spillover and employment structure in FDI theory,this paper analyzes the employment of FDI.The transmission mechanism of structural influence and the transmission mechanism of FDI to the employment structure of manufacturing industry,and the relevant research hypotheses of this paper are proposed.Secondly,in the context of the above theoretical analysis and research hypothesis,a series of variables needed by the empirical research institute were selected,and the data of various industries in the manufacturing industry were processed by mathematical and economic methods.Based on the data of 27 industries in China's manufacturing industry from 2005 to 2016,this paper constructs a dynamic panel data model and conducts empirical analysis of the impact of FDI on manufacturing employment structure.The results show that FDI promotes employment in China's manufacturing industry to a certain extent.Structural optimization.At the same time,in order to study the difference of the impact of FDI on the employment structure of different industries in the manufacturing industry,this paper divides 27 industries into technology-intensive and labor-intensive methods according to Mao Risheng(2007).Two types of control groups were used and empirical studies were carried out.The results show that FDI has a significant role in promoting employment structure optimization in technology-intensive industries and has no significant effect on labor-intensive industries.Finally,based on the above theoretical analysis and empirical research results,this paper believes that under the current development level of China's manufacturing industry,FDI generally optimizes the employment structure of China's manufacturing industry.At the same time,combined with the development problems of China's manufacturing industry at this stage,this paper puts forward the following policy recommendations:First,continue to introduce foreign capital,continue to use the technology spillover effect of foreign capital to optimize China's employment structure;Second,develop high-end manufacturing,improve The top-level design of manufacturing industry to support the continuous improvement process of China's economic quality;third,optimize the manufacturing competition pattern,create a market situation of high-quality and orderly competition between domestic-funded enterprises and foreign-funded enterprises;Fourth,improve the overall quality of labor for employment The improvement of the structure lays the foundation;fifth,improve the investment environment and pave the way for the introduction of high-quality foreign capital.
