The Realization Of Deliberative Democracy In University Governance Path Study

University plays an important role in our society and has great influence on society.Therefore,the significance and difficulty of the governance of the university becomes more and more important.Consultative governance is the natural requirement of establishing modern university system,which has a good role in promoting the development process of China's public universities.It is still a difficult problem how to apply negotiation governance effectively in China's university governance.There is a certain tolerance between the theory of negotiated governance and the actual situation of universities.Even western universities have spent a lot of time in university governance and there are still changes today.To apply this concept in the governance of China's universities,first of all,it needs to be interpreted.Some concepts are formed according to the western research experience and China's research experience to analyze the problems in actual universities,and understand the form and reason of the problems.Finally,we find a way to realize deliberative democracy.In the specific research process,the research and solution of the problem is very important.Here,a university in Nanjing is taken as an example,the most obvious problems are the administrative standard,passive governance and lack of system.Deliberative democracy is realized in universities,and the role of the deliberative subject cannot or cannot be absent.In the study,it is found that there are some problems in the participation of all the participants.The most obvious one is that the power of the consultative subject is suppressed,which leads to the lack of the initiative of the consultative subject to participate in the negotiation governance and the strong passive psychology.Even in consultation,the breadth and depth of participation are lacking.According to the model of deliberative democracy in foreign universities and the specific situation in China,it is concluded that the concrete realization method of deliberative democracy is to strengthen the individual's consciousness of consultation,and then improve the consultation system to ensure the operation of the system.Firstly,the problem of bureaucracy should be solved in the strengthening of individual consultation consciousness,then the initiative of the subject and its trust in the system should be cultivated.For the improvement of the system,it is necessary to run the system in detail first,then to improve the supervision,and then to embody the spirit in the constitution.
