| The complexity and frequency of disputes at the grass-roots level determine that the resolution mechanism should be constantly improved and perfected,and the standardized consultation procedure is an effective guarantee for the democratic decision-making at the grass-roots level.On the contrary,the development of deliberative democracy in China has initially realized the transformation from "great democracy and great consultation" to "small democracy and small consultation".The construction and improvement of the practice system of small democracy and the integration of the two will be the future trend of deliberative democracy development.Centered on General Secretary Xi Jinping’s core tone of "it is easy to discuss something,and everyone should discuss something",pilot experiments have been carried out in various places.There are many regional achievements,but there is still a large space for development in terms of theoretical implementation and experience formation.During the internship,the author had the opportunity to observe the practice of democratic consultation and discussion in X Street of Lanzhou City,and found that the community consultation and discussion meetings had begun to take shape.However,compared with the overall goals such as the effective solution of residents’ problems and the implementation of the democratic consultation concept,the grass-roots democratic consultation and discussion system still needs to be improved.It is embodied in the operationalization of the core process,the systematization of supporting Settings and the "specialization" of the meeting staff.Based on this,this paper attempts to introduce the concept and method of social work,based on the practice of discussion,with the successful holding of the meeting and the effective solution of residents’ problems as the goal,to discuss whether the theory and method of social work are beneficial to the development of community discussion practice.If so,how does it work? In addition,the author constructs the consultation procedure and environment construction scheme,and maintains the experience of social work in community discussion practice,which contributes a little to the follow-up research.This research is qualitative research.Data collection methods are literature method,observation method and interview method,and specific intervention methods are comprehensive methods such as case study,group study and community study.During the half-year practice and exploration,the project team is based on the values of respect,equality and acceptance of social work.Basic elements such as "Advantage Perspective","Suspending Doubt" and "Enabling Power" as well as three working methods of social work are integrated into the theory of Advantage Perspective.After five links of observation and summary,problem sorting,scheme design,practice test,correction and improvement,etc.A relatively complete procedure of "Four People,Six Councils,and Three Combination" for democratic consultation,a plan of environment for discussion,and a "three-stage" social work intervention experience have been formed,and the problems to be discussed in various communities have also been effectively solved.Based on the feedback from practice,it can be preliminarily concluded that the theories and methods of social work are beneficial to the development of the practice of democratic consultation and discussion in urban communities.Specifically,the experience of social work’s involvement in democratic consultation and discussion in urban communities can be summarized into three levels,namely,the application of theory,the path of intervention and the role of social workers.Intervention theory is a multivariate theory of suitability including the dominant perspective,which can be reasonably selected according to the principles of timing,matters and place appropriateness.The path of intervention can be summarized into three stages: "coordination organization before the conference","auxiliary training during the conference" and "supervision visit and evaluation after the conference".Correspondingly,the role of social workers is the organizational leader and resource connector before the conference,the auxiliary companion and professional trainer during the conference,as well as the follow-up follow-up and supervision supporter after the conference. |
