Since the promulgation of the decision of the State Council of the Central Committee of the Communist Party of China on "Deepening Education Reform and Promoting Quality Education in an All-round Way" in 1999,the concept of "upholding morality, cultivating people and developing quality education" had been widely concerned by the educational circles. However, there are still some outstanding problems in school moral education during practical work: Teachers' thought of "Textbook Standard",single teaching method, educational content deviates from children's cognitive characteristics and growth needs, educational methods are lack of innovation, evaluation system is not perfect, and so on.Picture books are arranged in a way that children can easily accept.Through vivid stories, children can actively read and explore reflection,so as to promote the formation of their moral awareness. Thus, picture books can be used as a teaching resource, which can bring some help to moral education in primary school. In order to explore the development pattern of school-based curriculum of moral education, this study adopts the mixed application of qualitative, quantitative and action research, takes S primary school in Nanchang City as the practice base, analyses the actual needs of teachers and students, and jointly carries out the establishment of curriculum development plan, the setting of curriculum objectives and the development of curriculum content with them.In addition, two rounds of curriculum implementation were carried out among the students of grade 3 and grade 4 in S primary school, and students were evaluated by various evaluation methods. In the first round of implementation, through interviews, discussions and reflections,we found that there are many problems in teaching, such as too many classes, students' weak logic of expression and so on.Therefore,in the second round of implementation, the number of classes was reduced and the design of "story map" was improved. Finally, through the reflection and summary of the school-based curriculum development,we put forward the principle of "student-centered" to select curriculum content and the suggestion of "multi-subject" to participate in curriculum development, and construct a “dialogue-revision-improvement" curriculum development model.Through the development and practice of this school-based curriculum, students from S primary school had improved their classroom initiative, reflective and critical ability, innovation and moral quality to varying degrees.Teachers had also completed the transformation from the faithful implementation of the curriculum to the roles of developers and participants during this process.
