Research On Application Of PPP Mode In Infrastructure Construction Of Universities In Henan Province

In the new era,institutions of higher learning are the main force of regional scientific and technological innovation and progress,as well as the training base for application-oriented and high-level talents.They undertake the mission of personnel training,scientific research,social service,cultural inheritance,innovation and international exchange and cooperation.The development level of higher education reflects a country's development level and development potential.Since the expansion of enrollment in institutions of higher learning in 1999,China's higher education has gradually stepped into a leapfrog development from a stable development.According to the statistical announcement on the implementation of national education funds in 2017,Henan invested 144.41 billion yuan in the general public budget for education in 2017,only lower than Guangdong,Jiangsu and Shandong,ranking the fourth in China and accounting for 3.2% of the provincial GDP of 449.82 billion yuan in that year.However,in 2017,the average public education expenditure for students of ordinary institutions of higher learning was 13,741.99 yuan,only higher than that of Shanxi and Liaoning provinces,ranking the third from the bottom in the country.Henan province,as a traditional agricultural province and a populous province,is faced with many difficulties in realizing the high-quality development of local institutions of higher learning only by relying on the financial fund supply of government departments in the current educational financial input system environment under the responsibility and classified management of local governments.With the continuous expansion of the scale of talent training in institutions of higher learning,the scale of students on campus is also growing.According to the spirit of the document "opinions on strengthening the management of local government debt" issued by the state council in September2014,the state will promote the use of the Public Private Partnership(PPP)and encourage social capital to participate in the investment and operation of Public welfare undertakings with certain benefits by means of franchising.Through the establishment of the partnership between the government and the society and the implementation of the risk-sharing mechanism,PPP can effectively alleviate the huge financing pressure in the infrastructure construction of government departments and defuse the financial financing risks.Based on infrastructure PPP mode application research at home and abroad,on the basis of related literature and theory combing with the infrastructure construction of institutions of higher learning in Henan province as the research object,through compared with that of the the main data index in other provinces,and the longitudinal comparison of different period data index,in-depth analysis of colleges and universities in Henan province infrastructure construction of the main problems in the current,to explore the feasibility of PPP model based on financial risk managementperspective to case study of Y college,and draw lessons from the practical experience at home and abroad the PPP mode,Put forward the reasonable implementation path of the PPP mode in the infrastructure construction of colleges and universities in Henan province.Second,standardize the operation process of PPP projects,and strive to establish the whole life cycle standardization system;Third,bring PPP construction projects into the medium-term financial planning and management;Fourth,strengthen policy publicity and cultivate high-quality PPP project professionals.
