The Element And Mechanism Of Resource Mobilization

With various traction forces such as marketization and urbanization,villagers become individuals,and their interpersonal relationships become more alienated and indifferent.Cooperation among villagers is not successful.Rural social mobilization becomes enrolled and falls into the integration dilemma.In the actual operation of rural areas,when potential external threats are generated,the cooperation among villagers is also difficult to succeed.The reason lies in the lack of social mobilization ability in rural society,such as top-down national mobilization and bottom-up endogenous mobilization.However,L village is an interesting "counter-example" of the internalization of rural mobilization.Against the background of weak organization in rural areas,the failure of L village base station event highlights the vitality of social mobilization and regenerates rural unity.To explain the tension of theory and reality,the author in the perspective of resource mobilization theory,using process event analysis,participation observation and depth interview method,describes in detail the L village against the building of the mobilization of the base station evolution process,from the two aspects of static factors and dynamic mechanism to explore stimulating rural endogenous mobilization ability and the possibility of reconstructing local unity.In the base station event of L village,the mobilization subject is the elite of L village,including economic elite,political elite and network elite.The diversification of elite types is the guarantee for the initiation and operation of mobilization.The object of mobilization is the villagers of L village,which is the support force of mobilization.Mobilization of the main seize the common interests-the security and physical health of the spiritual world as a starting point,with clarity and directivity of the common interests is the core power to initiate mobilization.Mobilization mode is the organic combination of modernity and local characteristics,emotion mobilization and network mobilization.Rich resource types are essential to mobilize villagers to participate in the action.According to clandmans' point of view,I divide the formation mechanism of base station project mobilization into consensus mobilization and action mobilization according to the time dimension.In the process of consensus mobilization,the mobilization subject,through the construction of public discourse,forms the individual and scattered opposing opinions of the villagers into a unified and oriented common consciousness.The effective communication of mobilization subject elevates the conscious and directional common consciousness to purposeful and organized propaganda diffusion,which lays the foundation for collective action.In the process of action mobilization,the mobilization subject makes full use of social network to activate mobilization resources and carries out rational action strategy selection and uses face and favor as selective incentive means to overcome the free rider dilemma,transforming common consciousness into collective action,and finally realizing the failure of base station project.From the perspective of theory,I regard the local knowledge,resource type division,favor and face as the beneficial supplement to the resource mobilization theory.The background of western social movements is mostly urban communities with strong communality,which is not strong enough to explain the collective mobilization of rural communities in China,but has great enlightening significance.The emergence and development of rural social mobilization is a social situation with local characteristics.The core concern of resource mobilization theory is "resource mobilization",but the definition of resource as a variable in the academic circle is flexible and fuzzy.I divide resources into explicit resources and implicit resources,and try to classify the mobilized resources to enrich the typological division of resource variables.Aiming at the free-rider dilemma,in rural society,the authority of rural elites should be brought into playing,and the social incentive based on face and favor of social network should be carried out.To some extent,the occurrence of free-rider behavior can be restrained.From the perspective of reality,the success of base station mobilization in L village provides some useful enlightenment for us to think about how to stimulate the rural mobilization vitality and cultivate the public spirit.In order to give full play to the cooperative consciousness of rural multi-subjects and improve the governance ability,more rural elites should be absorbed to become the backbone of rural construction.In the face of the reality that the current national mobilization mechanism is weakened,the rural elites can connect with the national mobilization mechanism,promote the implementation of the national mobilization mechanism,activate the two different ways of mobilization,promote the coordinated development of the two,and jointly play their roles in the rural field.The majority of villagers are the main body of rural social construction and development,and mobilizing villagers to form a common consciousness is the true sense of cultivating the public spirit.In order to improve the enthusiasm of villagers to participate in public affairs,it is necessary to mobilize their willingness to participate and turn passive participation into active participation.Traditional rural social network and modern media are effective tools to mobilize rural subjects.We should fully explore the traditional endogenous resources and modern exogenous resources in the rural field,combine them organically,and jointly serve the cultivation of rural public spirit,so as to stabilize the gradually disintegrating rural society,and finally realize the good governance of rural areas and the overall revitalization of rural areas.
