Two-Way Mobilization:Practical Logic Research Of Volunteer Mobilization In Farmer-to-Residence Community

The farmer-to-resident community is a special phenomenon in the process of China's urbanization.Because of its weak participation and weak sense of autonomy of community residents,the governance of such communities is particularly important.Social work is an important flexible force of social grass-roots governance,and voluntary service is an important driving force to mobilize community residents to participate and promote community governance.Therefore,the practical process of social work is inseparable from the mobilization of community volunteers.However,in the specific practical process,there is a phenomenon that only a single mobilization method is used to mobilize volunteers,thus lacking systematic combing of volunteer mobilization strategies,which is not conducive to the sustainable development of volunteer service.Therefore,based on the author's discovery and thinking in the internship process,in this paper,the theme of volunteer mobilization strategy in the "rural-to-residential" community is selected,aiming at systematically summarizing the volunteer mobilization strategy,supplementing related fields,and injecting fresh vitality into the practical working methods of social workers.This paper takes C community as an example,and uses interviews,questionnaires and other methods to collect data;By analyzing the key elements of mobilization,it is found that C community has the advantages of high mobilization efficiency and strong financial policy support,and there are some problems such as single mobilization subject,narrow coverage of mobilization object,superficial mobilization process and insufficient utilization of public resources.It is found that the existing single top-down administrative mobilization strategy can not meet the mobilization needs of C community volunteers because of its lack of bottom-up multi-participation power,and social work intervention is necessary.In view of the existing problems,the author integrated into social work and led volunteers to realize the transformation from team to self-organization in the form of volunteer training small classes,volunteer leader ability improvement groups,volunteers' self-organizing characteristic micro-project practice,and volunteer commendation meetings,and finally successfully mobilized more than 70 volunteers and set up three community volunteers.From the coverage rate of social work service,the participation rate of community volunteers and the awareness rate of community residents,the mobilization effect was evaluated,and the social work project achieved good results.Finally,the bottom-up mobilization strategy is explored: snowballing mobilization in Semi-acquaintance society,giving play to the calling role of community residents' backbone,social workers' teaching and volunteers' self-organized mobilization;Based on the characteristics of volunteer mobilization in the rural-to-residential community,this paper summarizes the two-way mobilization strategy applicable to the C community,that is,the combination of top-down administrative mobilization and bottom-up emotional mobilization,so as to make up for the shortcomings and make joint efforts.Based on the above research,from the perspective of social work,this paper hopes to promote the extensive participation of other community residents,enhance the enthusiasm of community residents to participate in volunteer service,enhance their autonomy awareness,promote the sustainable development of community volunteer work,promote community mobilization,promote community governance,and explore the third-party force in the social governance pattern of co-construction,governance and sharing.
