Actively and steadily resolving overcapacity is the first task of structural reform on supply side in China since 2016.This move is to release the material resources and human capital factors from the serious overcapacity,limited development space and "zombie enterprises".Hebei Province is the key province to solve the excess capacity,and Tangshan is a big city of iron and steel capacity in Hebei,even in the whole country.We should make effort to fight a hard battle to produce capacity,and effectively take up the “Tangshan Responsibility” for the steel industry to dismantle production capacity.In resolving the excess capacity,we should do a good job in the reemployment training of workers,and effectively improve the reemployment ability and career transformation ability of unemployed and transferred workers.For the government,reemployment training is a difficult and complex social system engineering,which is related to social harmony and stability.For the workers themselves,participating in training can help them improve their vocational skills and adapt to the actual needs of skills required by rapid changes in the labor market.Based on the existing research,this paper conducted a questionnaire design for reemployment skills training based on the CIPP evaluation model.After knowing the basic situation of reemployment training for staff with capacity reduction in Tangshan,and taking into account the basic individual factors of staff with capacity reduction,from the background of the CIPP evaluation model analysis,input,process analysis,the analysis of the results analysis,dissolve the capacity of Tangshan worker again obtain employment skills training present situation,problems and reasons.In the background evaluation,it is found that the workers who dissolve the capacity have a higher recognition of reemployment training,the overall training environment is good,and the demand analysis is inadequate;in the input evaluation,the training application procedure for resolving the reemployment of the productive workers tends to be convenient,but the training course content lacks practicability and pertinence,and the overall teaching ability of trainers is not high;in the process evaluation,the training mode of resolving the capacity workers' reemployment is single,the cycle is in line with expectations,and the channels for obtaining subsidies are clear and clear;in the results evaluation,it is generally satisfied with the reemployment training for the workers who can dissolve the productive capacity,but we still need to pay attention to the timeliness and availability of feedback information collection and the improvement of the benefit degree of skill training.Based on the analysis of the current situation and reasons of CIPP evaluation model in four aspects,this paper puts forward the optimization measures of reemployment skills training.Optimizing reemployment training scheme under background evaluation,further strengthen the needs analysis and investigation of re-employment skills training,and formulate a more complete training system;optimizing the quality of reemployment training under input evaluation,enriching the content of skills training courses,and building and cultivating characteristic training teams;optimizing the form of reemployment training under the process evaluation,increasing the training forms of cooperative practice training,audition technology,network training,etc.;optimizing the evaluation of reemployment training under result evaluation,establish an ex ante,in-process and ex post evaluation system.
