University-institute-industry collaboration is a kind of technological innovation,which is mainly carried out by enterprises,universities and scientific research institutes,supported by the government,financial institutions,science and technology service intermediaries and other relevant organizations.It is an important way to improve the innovation performance of enterprise.In order to ensure the smooth progress of university-institute-industry collaboration,the government has formulated various policies.University-institute-industry collaboration policy is an effective way for the government to intervene in university-institute-industry collaboration activities.Its impact on enterprise innovation performance has been confirmed by many previous studies.However,in spite of the government's strong support,the effect of university-institute-industry collaboration is still not ideal.One of the important reasons is the lack of effective interaction between the cooperative organizations.Continuous interaction can enhance the trust between enterprises and universities,improve their communication efficiency and resolve conflicts,and then make them aim at a common goal.It can be said that the enterprise-university interaction plays a vital role in the path of the university-institute-industry collaboration policy affecting the enterprise innovation performance.Based on the above background,this study is based on the "I-P-O" logic paradigm and follows the idea of "policy input-enterprise-university interaction-innovation performance".The following questions are studied: First,whether the enterprises-universities interaction affects enterprise innovation performance,and what factors have an impact on it? Second,do the university-institute-industry collaboration policies affect the interaction between enterprises and universities? Third,will university-institute-industry collaboration policies affect the enterprise innovation performance through the interaction between enterprises and universities?On the basis of literature research,this study chooses four manufacturing enterprises to conduct exploratory case studies,which paves the way for putting forward research hypotheses and building conceptual models.Then empirical analysis made on the 208 enterprises tests the theoretical hypothesis and draws following conclusions: 1)the university-institute-industry collaboration policies(supply policy,demand policy and environmental policy)have a positive impact on enterprise innovation performance;2)both the supply policy and the environmentalpolicy have a positive impact on the interpersonal interaction and the task interaction of enterprises and universities,but the demand policy of university-institute-industry collaboration has no significant influence on them;3)interpersonal interaction and task interaction have positive effects on enterprise innovation performance;4)the interpersonal interaction and the task interaction of enterprises and universities play a part of mediating role between the supply policy,the environmental policy and the enterprise innovation performance,but they have no mediating role in the demand policy and enterprise innovation performance.Given the above,the path of "university-institute-industry collaboration policy-enterprise-university interaction-enterprise innovation performance" is valid.The conclusions drawn from this study will also have some enlightenment for governments to formulate university-institute-industry collaboration policies and enterprises to implement the project of university-institute-industry collaboration.
