The Study On The Education Industry Association Participating In The Private Tutoring Governance Of Guangdong Province

The rapid development of private tutoring industry in Guangdong Province is accompany the negative effects,which highlights the current lack of market supervision and governance.Facing the market and government failure,the industry associations to join in governance will help to break through the current dilemma of unipolar governance.Many private tutoring industry associations under the leadership of local governments,are stepping up the work of self-government in the industry,and have achieved good results.However,the association participating in also faces many obstacles,taking Guangdong Province as an example: Out of the legal system design,the association status and power are not guaranteed,the association is not valued,and association's social credibility is not high,and ability is weak,etc.,restricting the association participating in governance.In order to solve the above problems and better promote the participation of the association,this paper discusses the countermeasures of the association participating in governance basis on the collaborative governance.Through a variety of research methods,this paper has mastered the development of industry associations and the status quo of participating in private tutoring governance of Guangdong Province.Drawing on the good practices of Japan's private tutoring industry associations,and combining the actual situation in Guangdong Province,put forward measures to improve the industry association and the government's ability to manage the private tutoring with SFIC Collaborative Governance: to heighten the motivation and ability to participate in governance,improve the government's attention to the association,perfect the design of the legal of collaboration,attach importance to the information communication of the collaborative process,and promote the association to participate in the governance of the private tutoring.
