In 2009,IBM company put forward the concept of " Smart City ",then smart city get rapid development on a global scale.Smart city has become the trend of the development of the cities in our country.Smart education as an important part of smart city system,along with the rise of smart city,vigorously develop smart education has become the consensus of the international community.Smart education personalization and intelligent characteristic is direction of education reform in the information age,so explore smart education become the inevitable trend of education reform in our country.But smart education time is short,not a successful mode for reference,academia on confined to smart education based on the angle of pedagogy,the lack of the construction mode of practice aspect,moreover,smart education construction content presents the complexity and diversity characteristics,government single subject is difficult to meet the demand of its construction,smart education become the government's problem.On the other hand,Industry-University-Research Collaboration,through long time development that promote the development of science and technology in our country,Meanwhile promote the development of social and economic.With the arrival of the 2.0 innovation,Industry-University-Research Collaborati evolution of highlights the government guidance and the user experience,more in line with the requirements of the era of information synergy innovation.But Industry-University-Research Collaboration,the absence of government function problem also prominent,so this article put forward the suggestions based on the government functions on smart education construction by Government-Industry-University-Research-User Collaboration way.First,apply Triple Helix Theory to analyze the government functions in the industry-university-research;Second,contrast analysis that the United States,Britain,South Korea and Guangdong government in industry-university-research cooperation;Third,research Government-Industry-University-Research-User smart education construction of Chengdu as an example.Finally,based on the theoretical analysis,contrast analysis and empirical research as the foundation,put forward the suggestions of government functions in the approach of smart education construction by Government-Industry-University-Research-User Collaboration.
