In the 10 th five-year Plan,the issue of sex education for special adolescents was formally raised for the first time.However,we still have a great gap in the research on sex education and related research of special adolescents nowadays in China.The physiological development of mentally handicapped adolescents is basically consistent with that of ordinary adolescents,with sexual impulses and sexual needs.The contradiction between their normal adolescent sexual physiology and backward sexual psychological development lead to the embarrassing adolescent sexual behavior directly.And because of the lack of safety awareness,they become the high-risk victim of sexual assault.Sex education for mentally handicapped adolescents is beneficial to their physical and mental health and social integration,family harmony and social civilization development.In order to analyze the current situation of sex education among the mentally handicapped adolescents deeply and further,the author takes the participatory sex education project of the mentally handicapped adolescents as an example,by adopting the research methods of literature research,case study,interviewing and observation,and takes the empowerment theory as the research perspective.From 5 aspects: the individual,the group,the organization,the community and the policy system level to analyze the issue.This paper introduces the practice process of the empowerment of social work in the sex education of the mentally handicapped adolescents,and the results are obtained.According to the research,it is found that the ability of participating subjects is limited and the participation degree is insufficient;the self-help ability and mutual help consciousness need to be improved;the lack of good interaction and cooperation mechanism and supporting environment,and the acceptance degree of the community is limited.Not high and policy,lack of legal support and other dilemmas.Facing difficulties we listed above,we puts forward the following perfect countermeasures in study: at the level of individual empowerment,we should improvethe level of ability cultivation and participation.We should pay more attention to the cultivation and development of the self-ability of the mentally handicapped adolescents and improve their participation enthusiasm.At the level of group empowerment,we should construct the mechanism of multi-subject self-help and mutual assistance.Through stimulating the consciousness of multi-subject mutual help participation,establishing multi-subject self-help group,constructing the internal and external subject empowerment model,promoting the sexual education of mentally handicapped adolescents together.At the level of organization empowerment,we should construct a good interaction and cooperation mechanism.Standardizing projects and teams by improving self-help learning organization and management mechanism,acting subject communication and cooperation mechanism.At the level of empowerment of community and policy system,it is necessary to promote community acceptance and improve the policy and legal environment.By promoting community acceptance and participation,establishing regular and sustained support systems,improving policies and regulations related to sex education for mentally handicapped adolescents,providing policy support and legal protection for sex education for young people with intellectual disabilities,and creating openness and inclusiveness,supporting the social environment of sex education.
