Study On The Implementation Effect Of The Opening Policy Of Sports Stadiums And Facilities In Primary And Secondary Schools In Wuhu City

This paper is supported by the theory of policy implementation and the theory of policy implementation evaluation.It uses literature,questionnaires,field trips and other research methods,and follows the logic of "Basic Theory-General Analysis-Effect Evaluation-Problem Analysis-Promotion Strategy".The effect of the implementation of the opening-up policy of the sports facilities in the primary and secondary schools of the city was studied.Research indicates:1、All primary and secondary schools in Wuhu City implement the policy of opening up the stadium facilities of the school.Specifically,the outdoor stadium facilities of each school are open to the public,and some indoor sports venues are open to the public;the open form is free open,paid and unpaid;the open time period is a combination of extracurricular and weekend and holiday,weekend and holiday;There are differences in the importance of the implementation of policy implementation,the construction of supporting systems,and the management of open records.2、The implementation of the opening-up policy for sports facilities in primary and secondary schools in Wuhu City is generally good,but there are also shortcomings.The specific performances are as follows:(1)At the level of policy implementation,policy propaganda has achieved certain results overall,but there are certain shortcomings;schools have attached great importance to safety management issues in the process of opening up,but some schools are in charge of registration management and security patrols.There are still some shortcomings in the inspection of facilities;most schools can only partially meet the training needs of the masses;the positive impact of the implementation of the opening-up policy on the school is greater than the negative impact;the government departments do not implement the duties of subsidies,insurance purchases,etc.In place,inspection and supervision are not enough;community participation in school policy implementation is not good,and duties are not fulfilled.(2)At the level of policy implementation,most of the people expressed their approval and support for the opening policy of school sports facilities,and expressed satisfaction with the policy implementation and openness of the schools where they exercised.They believe that the opening hours are reasonable and they are Physical exercise has many positive effects;some schools and communities do not pay enough attention to policy propaganda work.3、The following problems exist in the implementation of the opening-up policy of the gymnasium facilities in Wuhu City:the supply and demand of school policy resources are not balanced;the government policy support is insufficient and the implementation is not in place;the communication and coordination in the policy implementation process is weak;the policy implementation supervision and evaluation mechanism is not Sound;the behavior of the executive body of the policy is perfunctory.The following promotion strategies are proposed for the main problems in the implementation of the policy:multi-channel financing of school policy implementation resources;strengthening the implementation and management of government resource support;improving the policy implementation communication and coordination system;improving the policy implementation supervision and evaluation mechanism;Policy enforcement subject behavior.
