| Chongqing’s extensive economic development mode has brought many environmental problems,the main reason for this phenomenon is that human beings have destroyed the carbon balance in the process of economic development.Therefore,we must take the path of sustainable development by developing green new energy sources,researching low-carbon technologies,recycling natural resources,enhancing technological innovation,and transforming the structure of economic development.Chongqing has consumed a large amount of energy while developing the economy.Since it became a low-carbon pilot city,the development of low-carbon economy has not been comprehensively evaluated.Firstly,we analyzes the development status of low-carbon economy in Chongqing from three aspects of economy,energy and carbon emissions.It is find that the economic scale increased year by year from 2001 to 2017.Among the contribution rate to GDP,the contribution rate of the tertiary industry exceeded that of the secondary industry and began to dominate after 2016.Energy consumption has increased year by year between 2001 and2017,but the energy intensity has been declining.Although the total carbon emissions showed an increasing trend,the growth rate has declined.Coal accounted for the largest proportion of carbon emissions,but the overall trend was also downward.Carbon productivity has increased year by year,on the contrary,carbon production intensity has decreased.Secondly,in the second phase of the three-stage DEA model—the stochastic frontier analysis(SFA)method,we use Luo Dengyue’s estimation method for management inefficiency.After excluding the influence of external environmental factors and random disturbances,adjust the original input value and evaluate the performance of low carbon economy development in Chongqing from 2001 to 2017.We find that the overall development efficiency of low-carbon economy from 2001 to 2017 is not too high.Only six years duringthe 17-year period have reached the DEA,and 11 years have different degrees of ineffectiveness.In the 11 years of invalid DEA,there are seven pure technically efficient ones.However,although pure technical efficiency has a certain impact on the efficiency of integrated technology,but scale efficiency has the greatest impact on the efficiency of integrated technology,and in an invalid years,it’s an increasing state of scale reward.In other words,whether the efficiency of scale is effective directly leads to whether it has reached the frontier of efficiency,so in the future development,the scale efficiency of each input resource should be improved.Then,the factors affecting the development of low-carbon economy are analyzed from the aspects of carbon emissions and total energy consumption using Kaya identity and LMDI logarithmic decomposition method and IPAT equation.The study find that economic effects are the primary effect of increasing carbon emissions,and followed by population effects.The energy intensity effect has the most significant impact on the reduction of carbon emissions,followed by the energy structure effect.In addition,the economic development factor has the greatest impact on promoting the increase of total energy consumption,while the energy intensity factor has the greatest impact on reducing the total energy consumption.Therefore,it is necessary to further improve energy efficiency and energy intensity,and transform energy consumption types.Finally,according to the conclusion,we put forward some corresponding development Suggestions.Such as innovative energy use technology to improve energy efficiency;Develop low-carbon industries such as Internet finance,big data,and digital economy;Further development of forest resources;Cultivate the low carbon awareness of the whole people. |
