Research On The Coordination Of Higher Education Scale And Regional Economic Development In Heilongjiang Province—Analysis Based On Data In 2011 And 2015

Since the reform and opening up in 1978,the slogan "science and technology are the first productive forces" has gradually gained popular support.The explosive development of knowledge and the updating of theory make us transition to the era of knowledge economy,which creates a new opportunity for the development of higher education.At the same time,higher education as the main body of training professional talents,has a pivotal position in the era of knowledge-driven economy,continuously playing the reserve talents,resources and accelerate the integration of "production" "learning" "r" etc,the renewal and the generation of knowledge and expertise,making higher education has gradually become the configuration of resources of science and technology base,production of high-tech and then gradually become the new economic growth point.As we know,higher education and regional economic development influence each other and restrict each other,so the scale of higher education and regional economy are inextricably linked.The backward regional economy will inevitably lead to the lack of impetus for the development of higher education scale,and the huge development of higher education scale will also promote the regional economic construction.With the implementation of the education revitalization plan for the 21 st century,the enrollment expansion of colleges and universities across the country has begun.Under the background of comprehensive enrollment expansion,the scale of higher education in China develops rapidly.This has been accompanied by over-education,the devaluation of diplomas,a bubble in academic qualifications,a downturn in the employment rate of fresh college graduates,and a mismatch between the scale of higher education and economic development.Due to the failure of the stickiness of human capital and the increasingly serious outflow of talents in provinces with backward economic development,"the poor get poorer and the rich get richer".Heilongjiang province as one of "the northeast old industrial base",is a heavy industry base in China,Harbin,Qiqihar,Jixi,Hegang,Shuangyashan,Daqing,Yichun,Jiamusi,Qitaihe,Mudanjiang,Heihe,Suihua and the Greater Khingan Mountains,each district cities also face the talent within the provincial and the present situation of the slow economic development,the external and internal disorders makes them struggle for development.In the next ten years,if the scale of higher education in Heilongjiang province wants to coordinate with the local society and economy,how should it be adjusted? As for the regional economic development of Heilongjiang province,the coordination between the scale of higher education and regional economy is the problem.Therefore,only by accelerating the coordinated development between the scale of higher education and regional economy can the comprehensive economic and social development of Heilongjiang province be realized.Through science and education and the province "and" revitalization of the northeast old industrial base ",in order to make the scale of higher education and regional economic coordinated development of Heilongjiang province,refer to the higher education scale planning experience and management experience in economic development,a better understanding of the problem itself,complement each other,let the scale of higher education and regional economy in Heilongjiang province has a better growth space.By using literature analysis and referring to relevant professional books,this paper sorts out the concepts related to the scale of higher education,regional economy and coordinated development.At the same time,gather the related historical documents,university of the third function of human capital theory,the new economic growth theory,the regional competitiveness theory to finishing,with higher education scale and the current situation of the development of regional economy in Heilongjiang province as the starting point,in possession of Heilongjiang province higher education scale related data(including schools,teachers,students,and the development of Heilongjiang economic growth,fiscal revenue and expenditure,the industrial structure)and other information,on the basis of focus on each level of higher education scale and the coordination of the regional economic development research,based on 13 cities in Heilongjiang province in 2007 with 2016 data,The scale of higher education and the level of economic development in prefecture-level cities were evaluated by principal component analysis method.The scale of higher education in various prefecture-level cities in Heilongjiang province was scientifically evaluated in order to provide technical support for the measurement of the scale of higher education in various prefecture-level cities and the coordinated development of regional economy.It is found that the scale of higher education in all prefecture-level cities in Heilongjiang province develops harmoniously with regional economy,but nearly half of prefecture-level cities are in a low coordination state.Finally,the paper puts forward constructive policy Suggestions on the different problems between low coordinated prefecture-level cities and high coordinated prefecture-level cities.The Suggestions to solve the low coordination of prefecture-level cities are to expand the scale of higher education,adjust discipline structure and promote economic transformation.The suggestion to solve the problem of high coordination is to improve the business environment and establish a regional economic association between cities under the guidance of the "near neighbor effect" theory.Give full play to the role of government regulation,government service and policy guidance in Keynesian economics,so as to provide theoretical support for promoting the comprehensive and coordinated development of higher education scale and regional economy in Heilongjiang province.
