From The Perspective Of Social Capital,the Research On The Ways For The Elites Outside The System To Obtain Rural Resources

With the promotion of China's rural revitalization strategy,the country has invested a large amount of material resources into the countryside.Meanwhile,in recent years,with the implementation of the strategy of targeted poverty alleviation and precise poverty alleviation in the countryside,the countryside has obtained a large number of preferential policy resources.Coupled with its own resources,the countryside has become the field of resource enrichment in a short time.The three main bodies of villages,the elites within the system,the elites outside the system and the ordinary villagers all want to get as many resources as possible.However,due to their different positions and social capital,they adopt different strategies.This paper aims to explore the ways for the elites outside the system to get rural resources.Based on the theory of social capital theory,this paper probes into the elite system outside the background of the rise,and the system of the elite are classified and described in detail the system outside the elite for the practice of rural resources,on the basis of summarizing the system outside the elite strategy of rural resources,and the elites outside the system of social capital construction were discussed.The study found that,the non-institutional elites are very willing to pay great attention to the construction of their own social capital,and are good at transforming social capital into action strategies to win the support of various forces,so as to obtain rural resources.The acquisition of rural resources by the elites outside the system is also a process of rebuilding their own social capital,that is,they transform their existing social capital into action strategies to obtain rural resources.In this process,their social capital is rebuilt and strengthened.Since the action strategies of the non-institutional elites are obviously non-institutional,the rural power they acquire is also non-institutionalized,and the non-institutional power of the non-institutional elites will lead to the non-institutionalization of their participation in the rural governance.Then,as an important subject of rural governance,what will be the impact of non-institutional elite participation on rural development?This is something we need to think about further.
