The Flow Of Academic Elites In Chinese Universities

At present,the main object of talent competition in Chinese universities is institutionalized academic elites,and the strong groups in Chinese academic labor market are also institutionalized academic elites.As a product of government-university collaboration,institutionalized academic elites are highly praised and pursued by universities for their officially recognized academic authority and academic reputation.The competition for talents organized by universities around institutionalized academic elites directly stimulates and triggers the flow of academic elites.In a sense,the stronger the institutionalized eliteism,the more intense the academic elite competition;and the more intense the academic elite competition,the more frequent the academic elite mobility.Since 1999,the academic elites of Chinese universities have been moving horizontally and vertically among different levels of universities in different regions and provinces.The distribution pattern of university academic elites in the country changes constantly with the changes of the competitiveness of talents in various places and universities.On the whole,the flow of academic elites in Chinese universities is characterized by the unity of dispersion and aggregation;and it is mainly based on cross-domain mobility,but the phenomenon of intra-domain mobility is also worth paying attention to;and many ordinary universities and local cities are "emerging" in the competition among academic elites with more open attitude,more dynamic mechanism and more effective measures,the initiative and creativity of local governments have contributed to a new situation of academic elite mobility in universities.Behind the talent competition of China’s local governments is the competition for economic growth,and even more for political promotion.In order to win the political tournament,the talent policy issued by the local government has a strong incentive,guidance and support for the flow of academic elites in universities.It is necessary for local governments to maintain talent competitiveness and maintain their competitive advantages by formulating talent policies in accordance with local conditions and changing the talent policies with the times.As a long-term policy,the logic of the key construction of universities is competition games,and the carrier of competition games is academic tournaments.Driven by market-oriented university rankings and administrative chemistry department evaluations,Chinese universities focus on attracting academic elites at home and abroad by means of academic management capitalism,in order to continuously strive for the country’s policy care and government’s key support.The influence of the mobility caused by the university talent competition on the academic development of academic elites has bothparticularity and commonality.The academic productivity,academic influence and academic competitiveness of most academic elites have been improved after the flow.On the one hand,it is due to the the role of mobility in promoting knowledge production and innovation,on the other hand,it is closely related to academic tournaments which not only drives universities to support academic elites to develop academic,but also drives universities to require academic elites to develop academic.The mobility of academic elites is a complex phenomenon.Due to the heterogeneity of academic elites ’absorptive capacity and the transferability of academic elites’ competitive advantages,the influence of the flow on the development of universities is uncertain.However,it can be made clear that the positive influence of the influx of academic elites on the development of university disciplines is not as large as people think,and the negative influence of the outflow of academic elites on the development of university disciplines is not as large as people think.The flow of academic elites should not be a "zero-sum game",and should not induce the "talent war" confronting the universities.Under the development strategy of facing the world and pursuing excellence,we need to fully understand the mobility of academic elites in Chinese universities,to understand and appreciate the stage,particularity and generality of the flow of academic elites in Chinese universities with an objective and calm attitude,with a historical,development,and global perspective.This is very important for Chinese universities to understand themselves comprehensively and profoundly,to formulate scientific and reasonable goals of world-class universities and world-class discipline construction realistically and to adopt correct and effective strategies for the construction of academic elites.
