Research On The Influence Of The Scale And Structure Of Educational Financial Expenditure On Economic Growth In Hunan Province

In the era of knowledge economy,the development of education is of great significance to the development of national economy.As an important means of human capital accumulation,education plays an important role in promoting regional economic growth.Financial expenditure on education is an important guarantee to support the development of education and improve the quality of education.Therefore,the scale and structure of education fiscal expenditure play a vital role in promoting regional economic growth.Hunan province is a famous province of education in China.How to further expand the scale of education financial expenditure in hunan province,optimize the structure of education financial expenditure,rationally allocate limited education resources and transform them into the driving force of boosting the economic development of hunan province is an urgent problem to be solved.Therefore,from the perspective of the scale and structure of educational fiscal expenditure,this paper makes an in-depth study of the impact of educational fiscal expenditure on the economic growth of hunan province,which has very important theoretical and practical significance.This paper adopts literature analysis combined with investigation and study,and the combination of qualitative description and quantitative description and comparison analysis method,first of all,through combing the domestic and foreign related research results,combined with China's institutional background,financial expenditure to education,to define concepts such as economic growth,combined with the human capital theory,public goods theory and new economic growth theory,in-depth analysis of the education finance expenditure scale and structure of the impact on regional economic development mechanism.Then,it analyzes the scale,structure and economic growth of hunan province's education financial expenditure.Finally,in order to verify the theoretical analysis and derivation of this paper,and refer to relevant domestic studies,this paper constructs the production function model of kofenglass,USES Eviews7.2 software to conduct an empirical test on the relationship between education fiscal expenditure and economic growth in hunan province from 2000 to 2016,and puts forward corresponding policy Suggestions based on the empirical conclusion.The Through the analysis of the relevant status quo,this paper finds the following problems in the scale and structure of hunan province's educational fiscal expenditure: 1.Although the total educational fiscal expenditure of the whole province shows the trend of increasing year by year,there are still problems that the total educational fiscal expenditure is not enough and the proportion of it in GDP is too low.2.The distribution of financial expenditure on education in hunan province is not balanced among cities and states,and there are obvious differences in the economic development of cities and states.3.The hierarchical structure of education fiscal expenditure in hunan province is not reasonable,which is reflected by the low proportion of higher education fiscal expenditure,while the relatively high proportion of secondary education fiscal expenditure.4.The distribution of educational financial expenditure in hunan province is not reasonable among various USES,which is reflected by the large proportion of educational institutional expenditure,while the proportion of educational capital construction expenditure is relatively low.The empirical results of this paper show that the scale and structure of hunan province's educational fiscal expenditure significantly affect its economic growth,which is manifested by the long-term equilibrium relationship between hunan province's educational fiscal expenditure and its economic growth,and the increase of educational fiscal expenditure can drive the economic growth of hunan province.Based on the analysis of the current situation and the empirical results,the following Suggestions are put forward: expand the scale of hunan province's education financial expenditure,make it coordinate with economic growth;Attach importance to the development of education and establish diversified financing channels;We will optimize the structure of educational spending and allocate resources appropriately.
