A Study On The Implementation Effect Of Campus Football Policy

In 2009,the Ministry of Education and the State Administration of Sports jointly established the National Youth School Football work leading Group Office and issued the notice on the Development of National Youth Campus Football activities(hereinafter referred to as the "Circular").We began to implement the "Youth Campus Football Development Plan" throughout the country.In 2016,the Lixia District of Jinan City was approved for the first time as a pilot county of national campus football.By 2018 Jinan City,the number of "National Youth Campus Football characteristic Schools" has reached 97.China has formulated a series of relevant policies for campus football activities,and provided strong policies for the development of campus football.Guarantee,play a guiding role in the development of campus football activities,but there are still some deficiencies in the implementation of campus football policy,there are many factors affecting the implementation of the results,to varying degrees of influence on the development direction and development speed of this activity.This research brings the policy implementation into the field of campus football research,analyzes the effect of campus football policy implementation,and uses the Smith model to analyze the main influencing factors of policy implementation,which is helpful to the development of campus football work and the implementation of policies.In order to achieve the policy objectives,it has important theoretical and practical significance.This research takes the implementation effect of Jinan campus football policy as the research object,selects the school leaders,the physical education teachers and the students as the investigation object of Jinan football characteristic school.This paper mainly adopts the methods of literature,questionnaire,expert interview,mathematical statistics and other research methods to investigate and analyze the effect of the implementation of campus football policy in Jinan junior middle school.The findings are as follows:(1)In the aspect of organizing and leading policy implementation,Jinan municipal government and education department have established more perfectcampus football policy enforcement organization and set up campus football leading group office.However,the propaganda of the executive subject to the campus football policy is not enough,and the policy object has a low understanding of the campus football policy.(2)In the implementation of resource security policy,the special funds of campus football are relatively sufficient,and the number of football teachers basically meets the policy requirements,but there are still some problems,such as the lack of football field equipment,the lack of coach experience and the lack of football professional teachers.(3)In the aspect of teaching curriculum policy implementation,most schools complete the teaching of football on time and on time,formulate school-based teaching materials for campus football for teaching,hold campus football cultural activities regularly,and generally improve the participation of campus football.(4)In the implementation of competition training policy,in order to enhance the physical health of young people,improve the football level and enrich extracurricular sports activities,Jinan municipal government and education departments have organized extracurricular training activities such as different levels of league matches and Jinan campus football training camps.More and more students participate in them,and the competition training policy has been effectively implemented.(5)The main factors affecting the effect of campus football policy implementation are: the correctness and specificity of the policy itself;the specific behavior and ability of the main body of policy implementation;the subjective understanding of the target group;and the economic,social and cultural environment of the policy implementation process.
