Research On Policy Grassroots Implementation Obstruction Of Campus Football In China

General Secretary Xi Jinping has said that young people are the future of the country and the hope of the nation.However,the decline in the physical health of young people has become an indisputable fact nowadays.In 2015,the State Council and others issued the "Overall Programme for the Reform and Development of Football in China"and "Implementation Opinions on Accelerating the Development of campus Football for Youth" to promote the development of campus football and at the same time promote the physical and mental health,fitness and overall development of youth.The development of school football is intended to promote the physical and mental health,physical fitness and overall development of young people.However,with the in-depth development of campus football at the grassroots level,various problems have gradually been exposed and the state of grassroots implementation of school football policies has come under greater scrutiny.This paper uses the methods of literature review,field survey,interview,questionnaire survey,mathematical statistics and case analysis,with the help of Smith’s policy implementation model,and takes Z City,J Province,as a case,to clarify the current situation of the implementation of campus football policy at the grass-roots level,analyze the obstacles to the implementation at the grass-roots level,and propose obstruction resolution strategies,in order to provide theoretical reference for the implementation of campus football policy at the grass-roots level in China,and provide suggestions for improving the implementation at the grass-roots level,The main conclusions are as follows:(1)Using the Smith model,explore the current implementation status of campus football policies at the grassroots level.Based on the spirit of higher-level documents,Z City actively formulates grassroots policy documents and implements them;Grassroots characteristic schools have established school foot offices and established execution mechanisms;The participation level of sports teachers,students and other groups in campus football is in a positive trend,and the degree of policy recognition is also trending towards good;The government also attaches considerable importance to the supply of resources such as fund allocation and site construction.(2)The overall development of campus football is on the rise,but there are still obstacles in the implementation of policies at the grassroots level.Specifically,some of the policies are relatively broad,and at the same time,there is a lack of supporting policies at the grassroots level;Due to the interest gap between the executing departments,communication channels are blocked,and the execution mechanism is not yet sound.At the same time,the professional literacy of the executing personnel is significantly insufficient;The policy awareness level of the target group is limited and there is a lack of effective channels for appeal;There are certain problems in the guarantee work of football teachers,funds,and venues.(3)Drawing on the experience of implementing campus football policies in Japan and South Korea,and taking into account China’s national conditions,effectively improving the execution of campus football policies,the following suggestions are proposed:to comply with the development of the times,formulate macro policies that are in line with the national conditions and support local policies,and gradually build a mature policy system;Clarify the responsibilities of each department,coordinate and cooperate reasonably,and form a diversified management pattern;Improve the quality of coaches,establish a reasonable league mechanism,and enhance students’ enthusiasm for participating in campus football;Expand funding channels to ensure the sustainable development of campus football.(4)Based on a comprehensive analysis of the current situation and the implementation of obstacles,combined with foreign experience,propose strategies for resolving obstacles:develop clear and reasonable goals and requirements;Introduce supporting grassroots policies and emphasize the process of scientific and democratic formulation;Strengthen effective communication among departments and improve the implementation mechanism of campus football policies;Based on improving the quality of execution personnel,implement relevant incentive measures;Deepen the promotion of campus football policies and enrich the cognitive development of target groups;Clear the channels for upward expression of the target group,and explore positive interactions between higher-level departments and grassroots levels;Building a diversified economic security system,including strengthening the construction of teaching staff and laying a solid foundation for grassroots football teaching;Integrate the funding investment mechanism of multiple entities to form a diversified funding chain;Reasonably plan and arrange the venue to enhance the value of campus football venues;At the same time,it is necessary to improve the cultural environment where thinking is solidified.
