Released by the state general administration of sport and is responsible for the implementation of the sports development "much starker choices-and graver consequences-in planning(2016-2020)for the national fitness program is detailed guidance,to enhance people's consciousness of fitness and physical quality,and gradually perfect the sports facilities public service system,pushing for universal fitness program is the focus of the youth group,and gradually strengthen the school sports education,take raises the student good healthy lifestyles and improve sports core accomplishment as the important content of school education,ensure the time of the student to carry on the physical exercise.This paper takes the Jinan medium school and surrounding community as the breakthrough point,the integrated use of questionnaire survey combined with field visit investigation interview method,ensure to obtain real and effective sharing development present situation,is advantageous for the analysis of relevant factors,based on the combination of SWOT,PEST analysis,further objective from the perspective of political,economic,social,technical school and community sports facilities resources sharing of the strengths,weaknesses,opportunities,threats,and build SW0T-PEST matrix analysis model.To better promote the vigorous development of the sharing of sports facilities resources between schools and communities in Jinan,so that the sharing concept is rooted in Jinan region,and is aimed at meeting the needs of the majority of community residents and students for sports facilities;The school actively open sports facilities can promote establish good relationship with residents,make them to focus on school construction and development,and the characteristics of sports community provide for the use of the school,such as swimming pool,indoor badminton hall,abundant types of school physical education curriculum,can also fill the lack of sports facilities in the process of school physical education teaching and blank,provide a more adequate physical education curriculum resources,to make the students deepen the understanding of the community and is blended in among them.Effectively increasing residents' daily exercise time,integrating school sports facilities and resources and making full use of them can,to some extent,alleviate the contradiction between residents' increasing exercise needs and the current situation of lack of sports facilities and resources.The main conclusions of this study are as follows:1.The sports facilities and resources of the school in Jinan can basically meet the normal sports teaching activities of the school.The good sports facilities lay a solid foundation for the sharing of resources between the school and the community;However,of the 15 schools surveyed,only 40% are open to the community,so the actual sharing situation is not optimistic.2.Residents in Jinan are not satisfied with the current situation of sports facilities in the community,which highlights the problems of insufficient number and single category of community sports facilities.In the survey,only 13.21% of the school site utilization rate was used,but in the demand statistics of school opening,the number of residents in favor of opening up was as high as 82.26%,and most of the residents were satisfied with the school The opening of the sports ground showed strong support.3.The activity places of community residents in Jinan city are mainly park squares and community sports venues.The open service of the university can be divided into two forms: paid service and free service.The main objects of free service are students and faculty of the university,while the main objects of paid service are social groups and individuals.4.Based on the swot-pest analysis model,it is concluded that the complementary sharing between schools and communities is faced with institutional,policy,management,safety,funds,innovation,ideas and other constraints,and there is also a strong room for improvement and development opportunities.5.Based on the SWOT,PEST analysis model,puts forward an expansionary policy(strength + opportunity),reverse sexual strategies(disadvantage + opportunity),diversified development strategy advantage of(+),defensive strategy(disadvantage + threat),and embed a PEST analysis of political,economic,social and technical point of view,from macroscopic to microcosmic,the Omani-directional gives countermeasures to optimize,promote development of Jinan city sports facilities to share.6.The construction of sports facilities sharing mode should be based on a sound theoretical framework,follow the guiding principles,focus on the implementation of organizational planning and the promotion of operational mechanism,actively carry out institutional innovation,and study the feasibility of school and community sports facilities sharing mode.
