The Analysis Of Youth Sports Policy During The 13th Five-year Plan From The Perspective Of Procedural Grounded Theory

The dream of being a world sports power is closely connected with the dream of every one of us.It is also the hope of the Chinese people to move from a major sports country to a world sports power.Xi Jinping has also stressed“When sports is strong and China will strong;When China is prosperous and sports will be prosperous.”The work of sports development should be put on an important agenda and strive to achieve our dream of a world sports power at an early date.However,if the youth flourish,the country will flourish;if the youth are strong,the country will strong.A county has a future and a nation has hope if its young people have the ability.The development of national sports is more likely to be realized at an early date only when it is discussed in the context of youth sports.In order to promote the development of the youth sports,our country successively introduced several policy in the aspect of community sports,family sports and school sports.However,Chinese residents nutrition and chronic disease status report?2015?shows that the problem of overweight and obesity among Chinese teenagers is still prominent,with 9.6percent of children aged 6-17 being overweight and 6.4 percent being obese.In China,the average exercise time and physical quality of teenagers are lagging behind other countries and showing a trend of decline year by year.Therefore,the research on youth sports has become a hot topic among scholars in recent years.From the policy perspective of youth sports,the paper analyzes the influence and deficiency of relevant policies.Limited by time,the research samples has be selected during‘the 13^th five-year plan'period and the paper using the procedural rooted theory and basic policy tool theory to analyze.Based on the actual situation and real data,the paper classifies and studies its contents,aiming to break through the confusion of the youth sports'development path and fill the academic gap in the youth sports policy research during the‘13^th five-year plan'and provide the latest research results in this field.Under the guidance of Strauss and Cobin's grounded theory,the paper carries out open coding,spindle coding and selective coding for youth sports policy samples.By establishing the correlation between the primary and secondary genera,the youth sports policy model during the‘13^th five-year plan'period is generated.Meanwhile,the paper based on the application of Howllet and Ramesh's basic policy tools,summarizing the policy content is mainly based on sports initiative and related planning,with the lack of economic regulation tools,subsidy tools are few and the market management is not strong enough.This paper analyzes the youth sports policy model from the four dimensions of coordination,sports development,sports investment and sports system,and then gives corresponding constructive suggestions.Firstly,the obvious lack of voluntary tools in sports construction indicates that the social enthusiasm has not been fully mobilized.Secondly,the lack and deficiency of social regulation and economic regulation in financial aid indicate that the supervision of financial aid for youth sports is not enough and the policy content of evaluation mechanism should be improved appropriately.In addition,the lack of mandatory policy tools in youth competitive sports indicates that the standard of institutionalization and legalization has not been realized in this field,so it is suggested that relevant departments promote the planning of youth competitive sports.
