Education informatization is an important means to promote educational reform,realize educational modernization,and ultimately enhance comprehensive national strength and international competitiveness.It is one of the hot spots of education in the 21 st century.In order to ensure the smooth development of education informatization in China,China has formulated a series of education informatization policies,which have played a vital role in the development of education informatization in China.The development of education informatization has become an important part of the national strategy,and it is an endogenous variable that promotes educational reform in China.As a government action to regulate and standardize education informatization activities,the education informatization policy systematically explores its policy structure system,which effectively guarantees the development of education informatization,better implements education informatization,and predicts future development situations.The important theoretical and practical values provide a reference for the further development and improvement of education informatization policies and the formulation of future policies.Based on this,this article takes China's education informatization 2.0 era in the new century as the background,and takes the text of China's national education informatization policy between 2000 and 2019 as the research object and combing the structural system of China's education informatization policy as the starting point.The qualitative research and the theory of Chinese text mining are the theoretical foundations.Based on the qualitative research methods,such as the grounded theory and co-word analysis,combined with quantitative and qualitative research methods,the structure of China's education informationization policy is analyzed.Provide policy recommendations for China's education informatization policy.First of all,identify the problem,and carry out the collection and collation of relevant information,organize the 73 policy texts collected from the relevant official websites and process the data.Secondly,use Nvivo11 qualitative data analysis software to process the data,use grounded theory to extract the policy text of the genus and keywords,analysis the relationship between different conceptual genus and the initial proposed policy structure.Next,using SPSS statistical software to cluster and multi-dimensional scale analysis of keywords,analyze the structural system model of the policy text again,and with the previous grounded theory policy structure to select the best,the final extract of the policy structure mainly includes the following six parts: information talent,information technology financial support,Information infrastructure construction and application,information teacher education,information administrative regulations and information resources.Finally,we make an in-depth exploration of the policy structure model,explore the interrelationship and function between the main clusters in the structural model,and put forward suggestions on policy improvement and perfection around the policy structure system of education informationization,including the regional tilt of policy,the strengthening of financial input and the importance of information-based talent training.It is hoped that the further improvement of China's education information and policies and the future development of China's education information will be beneficial.
