Since the end of the civil war,the Mozambican government has been committed to restoring and developing the social economy.In order to adapt to the new demand for technical and skilled labor in economic and social development,the Mozambican Ministry of Education has carried out two systematic vocational education and training reforms.The Ministry of Education has enacted the Vocational Education Act,formulated development plans and established vocational education and training reform committees,and improved the demand-oriented vocational education and training system,and established vocational qualification certificates based on professional standards.The system has improved the quality of vocational education and training.While making great achievements in the two reforms,there are still problems such as insufficient funds,low female participation,large regional differences,and insufficient reforms.It is necessary to reasonably interpret and reflect on reform practices.In the future vocational education reform,the Mozambican government needs to strengthen its effectiveness and improve its quality,establish a sustainable investment and financing system reform,increase the participation of vulnerable groups,strengthen international cooperation and establish educational management information systems to promote its The development of vocational education and training is more large-scale and modern.This study mainly adopts literature analysis method,historical research method and investigation research method.From the perspective of historical evolution,it divides the three stages of the development process of Mozambique's vocational education and training before independence.It summarizes the development status and characteristics of each stage and clarifies the situation.The historical context of the development of vocational education and training in Mozambique.Following the introduction of the social background of vocational education and training reform in Mozambique after independence,the specific measures taken in the reform process,the results achieved and the problems faced were analyzed and studied,and the problems faced by the current development of vocational education in Mozambique were analyzed.And future reform trends.This paper is mainly composed of five parts:The first part is the introduction.It mainly introduces the research reasons and significance of this paper,defines the related concepts,sorts out the domestic and foreign research results of vocational education in Africa and introduces the research ideas and research methods written in this paper.The second part mainly introduces the development of vocational education and training in the historical stages of Mozambique before independence.The development of vocational education and training in Mozambique before independence was divided into three historical periods: the pre-colonial period,the period of Salazar and the period of the Mozambican Liberation Front.The third and fourth sections mainly introduce two reforms of vocational education and training in Mozambique.The third part mainly discusses the first reform marked by the "Professional Education Act" promulgated in 1998.It analyzes the reform background,measures,achievements and existing problems.The fourth part focuses on the independence.The second reform of vocational education and training in Mozambique,based on the problems after the first reform,through the promulgation of the "Comprehensive Vocational Education Reform Plan",the improvement of vocational education and training management institutions and the formulation of professional standards,through data analysis The achievements and problems of this reform.The fifth part mainly analyzes the reform trend of vocational education and training in Mozambique in the future,and puts forward suggestions on establishing a sustainable financing mechanism,expanding the scope of vocational education and training,strengthening international cooperation,and optimizing cooperation projects.
