With the rapid rise of emerging media,local governments have responded to the call of the central government to actively carry out the construction of government micro-mail,government micro-blog and mobile client(i.e."two micro-one end").In recent years,frequent emergencies not only caused huge casualties and property losses,but also caused great panic.The majority of citizens expressed their views on emergencies through micro-letters and micro-blogs,which greatly enhanced the enthusiasm of netizens to participate in government affairs and the affinity of the government,but also often triggered public opinion on the Internet,and improper coping would bring many unstable problems.It can be seen that it is a very important issue to correctly deal with the emergencies of Wechat and Weibo public opinion,and to enhance the government's ability to govern network public opinion.The inherent evolution law of the emergencies of Weixin and Weibo public opinion can be divided into four stages: gestation,diffusion,fluctuation and attenuation.There are several typical evolutionary mechanisms,such as catastrophe effect,butterfly effect and snowball effect.In the context of the new media era,the emergencies of Wechat and Weibo public opinion also show the new characteristics of rapid dissemination,mixed public opinion events,expanding the scope of influence and rapid change of events.At the present stage,the government has achieved certain results in the management of unexpected events such as Wechat and Weibo public opinion.The policy system has been constantly improved,while the talent team has begun to take shape,and the network environment has been continuously purified under the multi-pronged approach.At the same time,there are also some problems,such as inaccurate grasp of hot spots of public opinion,slow response to public opinion,imperfect emergency mechanism,and untimely refutation of rumors.The main reasons are that the operation of official micro-blog and micro-blog public numbers is not taken seriously,rewards and punishments are not enough,the real-name system is not perfect,and the communication threshold of micro-blog users is low.The response of "Chongqing Bus Crash Bridge Event" has brought many enlightenments to the public opinion of Weixin and Weibo.The failure of media coverage,the inappropriateness of official refuting rumors and the lack of rational comments by netizens all contributed to the continuous fermentation of public opinion events.Public opinion gradually subsided after the relevant departments continuously updated the accident investigation trends and issued high-quality accident cause reports.After the accident,similar cases were exposed one after another,and relevant departments quickly introduced emergency remedial measures to stabilize social order.Therefore,when dealing with the public opinion of Wechat and Weibo in emergencies,we should establish a perfect dynamic monitoring mechanism of Weixin Weibo public opinion,establish a sound mechanism of Weixin Weibo public opinion dispelling rumors and publishing,establish a multiple cooperative mechanism of Weixin Weibo public opinion governance,establish a mechanism of accountability,rewards and punishment for Weixin Weibo public opinion governance,and establish a public platform management mechanism of Wechat Weibo governance.Five aspects.This paper chooses Weixin and Weibo public opinion as research from emerging media applications,combines with the current situation of network public opinion governance,and puts forward countermeasures and suggestions for emergency Weixin and Weibo public opinion governance,which has some new ideas.However,how to effectively improve the technology of topic analysis and public opinion monitoring system in the future,so that it can play a full role in the management of public opinion in the emergencies of Weixin and Weibo remains to be further studied.
