The report to the 18 th National Congress of the Communist Party of China first time clearly stipulated that take “fostering integrity and promoting rounded development of people” as the fundamental task of education in China.The Report of the 19 th National Congress of the Communist Party of China pointed out that we should carry out the fundamental task of fostering virtue through education.General Secretary Xi Jinping stressed that the work of colleges and universities should focus on such fundamental issues as how to cultivate people,what kind of people to cultivate and for whom to cultivate people.We should always put foster virtue through education in the core position,implement ideological and political work well in the whole process of education,guarantee the whole directionality and process of education,and strive to create a new path for the development of higher education in China.Higher education,as a higher level of education stage,plays an important role in cultivating and reserving talents for our country.However,in view of the current actual situation,although there is some experience,it is still difficult to complete the fundamental task of higher education.One of the important reasons is the restriction of the traditional administration mode to the personnel training of higher education.This paper aims to promote the smooth development and completion of the fundamental task of “foster virtue through education” and probes into the practical problem of integrating the thought of it into every link of university administration through studying the reform and innovation of university administration in the new era.This paper try to finds out the existing problems,summarizes the reasons for the problems,seeks the realization path of moral education in colleges and universities,and guarantees the implementation and response of innovative measures based on the analysis of the basic situation of current university administration.This paper finds that: At present,there are still a series of problems in the process of fostering virtue through education into administrative management in colleges and universities,including the impact of students' moral quality,the restraint of traditional management concepts,and the restriction of educational environment and so on.These problems are mainly attributed to the lack of comprehensive and clear understanding of fostering virtue through education in colleges and universities,social environment is not enough to create an atmosphere of it,family education is not enough to attach importance to it,and students' ability to adhere to and practice of it is not enough.Therefore,colleges and universities in the implementation of fostering virtue into the administration,achieve it from the internal measures and external measures.Internal implementation measures mainly work on three areas: the establishment of a correct “foster virtue through education” concept,deepening the “foster virtue through education reform”,to strengthen the construction of the administrative team.External implementation measures should work on internalization of the “foster virtue through education” system,the establishment of “foster virtue through education” contact,to enhance students' literacy on “foster virtue through education”.
