Food is the basic living material resource on which mankind depends.China is a populous country,accounting for about one-fifth of the world's total population.To solve the problem of food and clothing for more than 1.3 billion of China's population,food security is of the utmost importance.Food security is not only related to the security of a country,but also to the economic development and social stability of a country or region.After the reform and opening up,the agricultural productivity in our country has been vigorously developed.The agricultural development has made remarkable achievements.The output of grain in our country increased from 609.5 billion tons by 1978 and increased from 1,242.88 billion tons by 2015,and the average annual growth of 2.6%,while the population of our country increased from 962.59 million in 1978 and add to 1374.62 million in 2015,and an average annual increase of 1.1%.The average annual growth rate of grain output is 2.3 times of the population growth.In particular,food production achieved "12 consecutive increases" from 2004 to 2015,creating a miracle in the history of food in China and even the world.At the same time,the grain output is rising,and the import of grain and stock volume in our country also increases rapidly.The grain of our country is showing the abnormal increase of "three volumes" phenomenon.Under the new normal in today's economy,food security is particularly important.General Secretary Xi Jinping said that at this stage China is a matter of how to overcome difficulties and continue to grasp it well in the new situation.He also pointed out: To ensure national food security is an eternal topic.We can not be loose any time,the Chinese rice bowl must be filled with the grain that produced by Chinese.Under the state of ups and downs of the international economy,the overall economic development of our country shows a steady trend,agriculture plays a fundamental role in supporting the development of food production year after year.China has made remarkable achievements in food and basically solved the problem of food and clothing,and the rural economy also has a rapid development.However,there are still some problems in the development of food in our country.There has been an upside down of grain and oil prices.Many enterprises operate more difficultly and their economic benefits have declined.Many food enterprises are still staying in the survival stage.Faced with the fiercely competitive market environment,the competition in the grain industry in our country is no longer the competition at provincial level,at the ministerial level and at the national level.Nor is it the competition at the level of size,strength or strength,but the competition of talents.Inrecent years,the contingent of talents in the grain industry in our country has been expanding.However,there are still some major problems.First,the ranks of the rural labor force are generally aging and the urbanization is deepening.The large number of young and middle-aged rural labor force are migrating to non-agricultural industries.The second is the low level of education.According to the data statistics of "China Agricultural Statistics" and "China Food Statistics Yearbook",statistics show that the proportion of high-level education for bachelor degree or above in food industry in our country is small,mostly Junior high school and the following level,therefore,the education level of the labor force in the food industry is generally low,especially professional and skilled technical personnel shortage.Third is the shortage of skilled personnel,due to food professional colleges and vocational education is not enough,enrollment Smaller scale,graduating students in short supply,while a large number of skilled personnel to drain.Therefore,this article analyzes the relationship between human resources and the economic development of grain industry from the perspective of human resources in grain industry.This paper is based on a review of relevant theories.First,it analyzes the technical efficiency of food production in the main grain-producing areas and examines the impact of the four factors on the grain output,including mechanical input,fertilizer use,land resources and water resources,the influence of the analysis method of main is data envelopment analysis(DEA).Second,it introduces the empirical analysis of the impact of human resources on the economic development of the food industry.Human resources mainly include food industry practitioners,personnel education,professional and technical personnel training,the proportion of participants,and scientific research investment.Finally,combining with the analysis results and the actual situation of grain industry,the paper puts forward the policy suggestions for improving the human resources in the food industry and promoting the economic development of the grain industry.
