The university human resources are the first resource in the educational resource of university, development and management of doing a good job of university human resources are that universities deepen the reform of personnel system, optimize the structure of teaching body , improve the keys of the quality of education and efficiency in school management, set up and carry on the effective and positive mechanism of management of encouragement to teaching and administrative staff and outstanding excellent talent, have already become a very important subject in university's manpower resources management.This article is from analysing that the characteristic of the university human resources and current situation of management are started with, have proposed having a lot of drawbacks in the management system of the university: Backwardness of the management idea, income distribution and contribution of working break off relations, personnel system unstandard and imperfect lacking effective incentive mechanism is it shift blow enthusiasm and creativity of teaching and administrative staff to come. Set up the incentive mechanism of rational and effectiveuniversity management, fully arouse the enthusiasm of teaching and administrative staff, it is the key work of university's management, it is exactly a subject matter studied of this article too.Encourage meaning that excite and lead others through a certain effective operation , make it enter high motive state, make great efforts to advance courageously for the realization of a certain goal. Essence it lies in to be external to is it cause the inherent motive to irritate through a effective one, achieve and excite latent energy , give play to ability , work hard , realize the purpose to organize goal. Many kinds of encouragement means forms the incentive mechanism. Draw lessons from and organize content type , course type , behavior transforming type motivational theory and comprehensive type in behaviouristics and encourage models etc., the current situation of the existing university's incentive mechanism of our country and origin cause of formation analyse , proceed from psychological angle, have explained teaching and administrative staffs need characteristic, is following the principle of setting up the incentive mechanism, structure the model of university's incentive mechanism, carry on the analysis of validity on this basis, and has put forward the method and way of setting up the effective incentive mechanism.In the thesis, because of entrusting- act for the theory , set up the model of the incentive mechanism, and has used the game theory method to describe while analysing its validity , all these are clicked by theinnovation in a thesis...
