Research On Problems And Strategies In Earthquake Rumor Control

In recent years,especially since the “5.12” Wenchuan earthquake,earthquake disasters have occurred frequently in China,and the resulting earthquake rumors have spread widely in the society.As China's earthquake rumors have entered a“high-risk period”,it has caused society to varying degrees.Strong concern has caused public psychological panic.With the development of society and the continuous innovation of science and technology,the content,carrier and form of dissemination of earthquake rumors are changing.In the past,qualitative research on earthquake rumors has been unable to meet the theoretical guidance needs of today's earthquake rumors.In 2018,along with a new round of institutional reforms,many government departments are in the stage of institutional restructuring,the functions and powers of various departments are transferred,and in the face of frequent earthquake rumors,how to reorganize governance according to the current earthquake rumors and social structure.It has become an important issue that the government needs to solve.This thesis analyzes the causes of earthquake rumors from three aspects: social factors,psychological factors and information factors.It is believed that the earthquake rumors are mainly caused by the earthquake prediction technology,the social background of the earthquake prediction technology,and the rumor maker.The psychological factors that cause the interests,the people's fear of the earthquake,the misunderstanding of the text or behavioral information by the masses,and the information with blurred information sources are caused by factors.By collecting previous research results and comprehensive summarization,this paper summarizes the five characteristics of earthquake rumors,which are directly related to personal life and property safety,high degree of attention,flood of the same type of rumors,wide range of influence and fast propagation speed.In addition,through the compilation and comparison of key information on the dissemination and governance of 34 earthquake rumors in 2018,this paper summarizes the four new propagationsituations of earthquake rumors in the current social context.The channels of communication are mainly the Internet,the earthquake-stricken areas are more likely to spread earthquake rumors,the types of earthquake rumors are diverse,and those with high education may also be rumors.In order to absorb the lessons of past governance failures and summarize effective governance measures,the author conducted an in-depth analysis of the governance processes,problems and experiences of the “ Nanyang,Zhumadian Earthquake Rumors” and “Jiuzhaigou Earthquake Rumors” and adopted the earthquake background.In the three aspects of governance,governance and governance,the above two cases are compared horizontally,and the problems and causes of earthquake rumors governance are deeply explored.The research results show that there are mainly six problems in the current earthquake rumor governance work:the main body of earthquake rumors is single,the experts do not blame,the governance mechanism is not perfect,there are too few rumors,the government is not guilty,the effect of rumors is not obvious.The current network technology is changing with each passing day,making information transmission faster and the environment for generating earthquake rumors more complicated.Under such a background,when earthquake rumors occur,innovative earthquake rumors governance mechanisms,expansion of earthquake rumors and governance techniques,elimination of public public fear of earthquakes,and suppression of rumors,can be guided scientifically and orderly,effectively preventing The emergence and spread of rumors,avoiding panic and chaos in society,and thus gaining the trust and support of the public and effectively improving the credibility of the government.
