Jiangsu Mass Entrepreneurship and Innovation Project is an important project plan for the Jiangsu Provincial Government to introduce and cultivate high-end overseas talents.This paper studies the management process of the innovative and entrepreneurial talents project in Jiangsu Province,and conducts research from the project document notification,organization declaration,defense review,election publicity,fund allocation,annual assessment,assessment and acceptance.Analyze the position and role of each interface in the project management of innovative and entrepreneurial talents,and further analyze the characterization,consequences and causes of the interface conflicts generated during the project.Using interface management and conflict management theory,a relative coordination strategy is proposed to provide a better project management method for provincial functional departments.The purpose is to improve the project management level of innovative and entrepreneurial talents in Jiangsu Province’s higher education institutions and ensure their efficient and stable operation.For the first time,this paper applies interface management to the management of innovative and entrepreneurial talents project in Jiangsu Province.Based on the combing of the existing literature and the summary of the current status of the management of innovative and entrepreneurial talents in China’s colleges and universities,the main body of the interface exists in different management stages,such as the notification of the innovative and entrepreneurial talents project in Jiangsu Province from the notification of the innovative and entrepreneurial talents project to the final project evaluation and acceptance.According to the analysis one by one,it points out that the existing interface barriers in the management of innovative and entrepreneurial talents project mainly include:(1)there are some obstacles between document formulation and reporting requirements;(2)there are some obstacles to the cognitive aspects of key issues;(3)There are some obstacles in the evaluation mechanism of the innovative and entrepreneurial talents project defense;(4)There are some obstacles in the evaluation of innovative and entrepreneurial talents project and the mode of training and funding.Due to the emergence of different obstacles,it will affect the smooth operation of the innovative and entrepreneurial talents project.Secondly,the paper mainly analyzes the characterization,results and causes of conflicts from various stages such as document notification,organization declaration,project review,and inspection and acceptance.The reasons for the obstacles in the management of talent project management are: cultural conflicts,information stagnation,target conflicts,and differences in professional knowledge.Through the analysis of the causes of obstacles,it is pointed out that project members can solve conflicts in interface management from the perspectives of coordination principles,management organizations and management strategies.Therefore,the paper provides different interface barriers for the management of innovative and entrepreneurial talents project in Jiangsu Province.Suggestions for effective management measures:(1)The government conducts a comprehensive and comprehensive survey of talent development;(2)Regularly conduct policy interpretation and training sessions to increase cross-cultural communication and knowledge sharing;(3)Strengthen the quality control of key links,Establish a more effective selection and supervision mechanism;(4)reform the talent evaluation and funding supporting mechanism;(5)set up a special innovative and entrepreneurial talents project team.Through the analysis of the development status and management process of the innovative and entrepreneurial talents project in Jiangsu Province,the aim is to combine the research results of modern interface management with the research results of coordinated management theory to solve the innovative and entrepreneurial talents project in Jiangsu Province.The problem of coordinated management of the interface in the management process,the problems existing in the management of innovative and entrepreneurial talents in Jiangsu universities have certain universality.The research on the project management of innovative and entrepreneurial talents can provide some reference for the management of the innovative and entrepreneurial talents project.
