The training of the basic football referees has an important influence on the extensive development of all kinds of football events in our country and even the developing of football in our country.The increase of society's demand for grass-roots referees makes it impossible for the FA and colleges and universities to provide sufficient training services,the Education Department and social forces participate in the training of grass-roots referees,and the type of training organization increases,which gives birth to the new training ecology of grass-roots football referees.Taking Hunan province as an example,from the point of view of the system,using the methods of literature,questionnaire,expert investigation,field investigation and mathematical statistics,this paper investigates and analyzes the present situation of the training of the grass-roots football referees in different organizations and the present situation of the joint training among the organizations,from the value concept,the operation of the Organization,the responsibility,resource coordination and institution,5 aspects of the system to extract the main problems of joint training,and put forward the optimization recommendations for the mechanism.After the research and analysis,thefollowing conclusions are obtained:(1)The conditions of joint training still need to be improved;(2)The value concept mechanism of win-win cooperation is not perfect;(3)The mechanism of organizational operation is not smooth;(4)The mechanism for defining the responsibilities is not perfect;(5)The resource coordination mechanism is not perfect;(6)Institutional Guarantee Mechanisms is absent.The following suggestions are put forward:(1)The conditions for joint training still need to be improved;(2)The value concept mechanism of win-win cooperation is not perfect;(3)The organization's operating mechanism is not smooth;(4)The mechanism for defining the advantages and disadvantages is not perfect;(5)The resource coordination mechanism is not perfect;and(6)the institutional safeguard mechanism is missing.The following suggestions are put forward:(1)to reshape and enhance the organizational identity of the Football Association of Hunan Province,fully respect the main position of the FA in the training of referees,and to build a partnership;to confirm the legitimacy of university and social forces engaged in refereeing training;(2)to strengthen the awareness of cooperation between the Provincial Football Association and the provincial Education Department;To integrate the concept of co-winning value of cooperation into the organizational level;(3)To improve the command structure of the joint action of referees on the basis of the school foot;build the two systems mainly prefecture-level city referees totrain the network organization operation system;establish the operation mechanism of the basic referee training organization with unified planning and clear division of labor;(4)to focus on the division of responsibilities and interests in continuing education;(5)to coordinate the joint training resources,to allocate resources according to the interests of responsibility;to innovate the form of resource sharing;(6)to establish a forward-looking joint training system text system in line with the current situation of Hunan province's training.
