With the development of economy,parents are becoming more and more eager to better education for children.At the same time,the situation of compulsory education development is becoming more and more unbalanced,which has given rise to the phenomenon of school-selecting and soring real estate market in schoolhood area.The core of this problem is the imbalance of the distribution of education resources in the inter-school system.And the collectivize education has a great advantage in promoting the flow of high-quality resources and realizing the resource regeneration.As a result,many local governments has introduced intensively policy about collectivize education policy in recent years.As an important part ofcollectivize education,teachers' transferation also is an effective measures to promote collectivized education.Its aim is to improve the teaching level and ability of the disadvantaged schools through the use of excellent teachers.In reality,it turns out that this policy hasn't been well designed and practiced.This study is built on the basis of literature review on collectivized education and theachers' transferation.Then build a case study on school A in fengtai district,Beijing.Spot the problems in the school-running and analyzed the causes of these problems.These problems include: the teachers' will of transferationis not strong.The communication between teachers has been inefficient.The transformation of weak school is not obvious.And the causes of these problems are: The cost and benifit of teachers' participating of transferation is unbalanced.And they are not well supported in school A.The policy itself has not been well planed.At last some advices is put forward on improvement strategies.
